Certification Introduction
Brazil implements a mandatory INMETRO certification system for motor vehicles and safety-related components, which is uniformly managed by the Brazilian National Institute of Metrology, Standardization and Industrial Quality (INMETRO). Products included in the mandatory certification catalog (such as tires, brake pads, safety glass, lamps, batteries and other safety-related components) must obtain certification and affix the INMETRO mark before they can be imported, cleared through customs and sold in the Brazilian market. Non-compliant products will be detained, fined or recalled. Non-critical components can apply for voluntary certification to enhance market competitiveness, and foreign manufacturers must appoint a local Brazilian agent as the compliance contact person.
Laws and Regulations
Core regulations include Ordinance No. 145/2022 issued by INMETRO, which updates and integrates technical specifications for automotive components and unified conformity marking rules;
Special regulations for specific categories include Portaria 301/2011 (brake pads), Portaria 379/2011 (tires), etc.
The catalog of mandatory certification products is updated regularly by INMETRO, and export enterprises need to confirm the latest requirements on the official INMETRO website.
Technical Requirements
Products must comply with Brazilian national standard ABNT NBR, and most standards are equivalently adopted from IEC/ISO international standards. Typical requirements are as follows:
Tires: Meet the performance, durability and burst test requirements of NBR ISO 4000 and NBR ISO 10191
Brake pads: Meet the requirements of friction performance, wear rate and heat resistance of NBR 9292
Safety glass: Meet the impact strength and fragment characteristics requirements of NBR 9491
Lamps: Meet the optical performance requirements of NBR ISO 6742
Tests cover mechanical strength, safety performance, environmental weather resistance, and hazardous substance compliance. High-risk products require the factory quality system to comply with IATF 16949 or ISO 9001.
Certification Process
Confirm the applicable regulations and technical standards corresponding to the product, select an INMETRO-accredited Product Certification Body (OCP) to submit the application and technical documents, including design data, existing international test reports, quality system certificates, etc.;
OCP conducts sampling and sends samples to an INMETRO-recognized laboratory to complete the specified tests;
High-risk products need to accept on-site factory production consistency audit; after passing the test and audit, OCP issues the INMETRO certification certificate, and products are affixed with the INMETRO mark as required;
Annual supervision review and market sampling testing are required after certification.
