Certification Introduction
Argentina implements mandatory market access certification management for motor vehicles and their components. Complete vehicles must obtain the Vehicle Type Configuration Approval (LCM) before being marketed and sold. In February 2025, Argentina launched a new import facilitation policy: imported mass-produced motor vehicles and components can be cleared with internationally recognized certificates, and the original Model Configuration License (MCL), Environmental Configuration License (ECL) and Automotive Component Safety Approval Certificate (CHAS) are no longer required, but products still need to comply with local technical and safety requirements. Supervision is jointly managed by the Argentine Ministry of Industry, Ministry of Transport, Ministry of Environment and the Argentine National Institute of Standardization and Certification (IRAM).
Laws and Regulations
Core regulations include Argentine Decree No. 779/95 (original regulatory requirements for automotive component safety), Decreto 26-2000 (basic regulation on motor vehicle safety technology), and the new import deregulation policy for motor vehicles and components released by the Argentine government in 2025. Technical standards are uniformly formulated by IRAM, and enterprises need to log in to the official website of the Argentine Ministry of Transport to confirm the latest regulatory revision information.
Technical Requirements
- Complete vehicles: Safety shall meet the 12 core technical requirements specified in Decreto 26-2000, emissions shall comply with Euro VI emission standards, and noise and pollutant emissions shall pass the certification of the Ministry of Environment.
- Components: Key safety components including braking systems, lighting devices, seat belts, tires, etc. shall comply with corresponding local IRAM standards, and equivalent ISO/SAE international standards are acceptable. The quality management system of the manufacturing enterprise generally needs to meet ISO 9001 requirements.
- Labeling requirements: Products must be marked with compliance logo, product model, production date and other required information, and all application documents must be provided in Spanish.
Certification Process
Confirm product classification, clarify applicable regulatory requirements, prepare complete technical documents and qualification materials, and all documents shall be equipped with notarized Spanish translation; submit the certification application and product samples, and send them to an officially recognized laboratory in Argentina to complete conformity testing; accept on-site audit of the production factory by the authorized institution, and verify production consistency and quality control system; obtain the official certification certificate after passing the audit and testing, and accept annual supervision audit as required during the validity period of the certificate.
