Certification Introduction
Sierra Leone implements mandatory conformity assessment certification for imported electrical and electronic products, administered by the Sierra Leone Standards Bureau (SLSB). Commonly known as SSL certification, it is a required document for product market access and customs clearance in Sierra Leone. Goods without valid certification will be detained by customs, fined or even denied entry. The certification covers most consumer and industrial electrical and electronic products. Sierra Leone is a member state of the Economic Community of West African States (ECOWAS), and compliant products can enjoy preferential tariff treatment within the community.
Laws and Regulations
The core regulation is the Mandatory Conformity Assessment Scheme for Imported Goods issued by the Sierra Leone Standards Bureau, which follows ECOWAS unified tariff rules. Customs supervision complies with relevant requirements of the Sierra Leone Customs Act. All official import documents must obtain consular authentication from the Embassy of Sierra Leone in China. Specific latest requirements shall be subject to official announcements of the Sierra Leone Standards Bureau.
Technical Requirements
Electrical and electronic products must comply with Sierra Leone national standards. For products without established local standards, international general standards such as IEC, ISO or West African regional standards are accepted. Core requirements include:
- Basic safety performance and electromagnetic compatibility meet corresponding standard requirements
- 2.4GHz band wireless products must additionally provide a radio frequency exposure assessment report
- Photovoltaic products require additional tropical climate adaptability testing
- All packaging measurement units are uniformly metric, and product label information is clear and identifiable
- Customs clearance requires a consular-authenticated certificate of origin, and commercial invoices must be marked with the accurate HS code
Certification Process
Enterprises complete product testing in advance and obtain a conformity test report issued by an ILAC or IAF accredited laboratory; prepare a complete set of application materials including the filled application form, commercial invoice, packing list, product technical documents and manufacturer qualification certificate; submit the application and materials to the competent authority; the competent authority reviews materials, and arranges on-site inspection or sampling retesting for high-risk products; after passing review, a valid certification certificate is issued, which must accompany the goods for customs clearance inspection.
