Certification Introduction

For electronic and electrical products placed on the market and imported into Senegal, statutory mandatory certification is required. The certification system is supervised by the Senegalese Standards Association (ASN), follows the regional harmonized standards framework of the Economic Community of West African States (ECOWAS), and recognizes mutual recognition of test results from regional and some international certifications. The certification covers all categories of electronic and electrical products including household appliances, IT equipment, lighting products, consumer electronics and more. Products without valid certification are prohibited from importation, customs clearance and market sales, and violators will face penalties such as cargo detention and fines.

Technical Requirements

Electrical Safety: Comply with IEC 60335 series international standards, testing insulation resistance, voltage withstand strength, and grounding continuity; the enclosure protection class must reach IP20 or above; Electromagnetic Compatibility: Meet the radiated emission and immunity requirements specified in CISPR 32 standard; Energy Efficiency Requirements: The standby power of all equipment shall not exceed 0.5W (2023 new regulation), products such as refrigerators and air conditioners must be affixed with 1-5 level energy efficiency labels marked in French; Other Requirements: Euro-standard two-round pin plugs are mandatory, complete French information must be provided on product nameplates and instruction manuals. Some products need to complete climate adaptability testing under 40℃/95%RH environment, hazardous substances must comply with RoHS restriction requirements. Holding certificates such as CE, CB, SASO allows reduction or exemption of partial testing items.

Certification Process

Prepare application materials, including product technical documents, manufacturer qualification certificates, and power of attorney from a local Senegalese agent; mutually recognized certificates already obtained can be submitted together;
Submit the certification application to ASN and pay relevant fees;
Send samples to ASN-accredited laboratories to complete testing of specified items;
ASN reviews the test report and application documents; first-time applications for high-risk products may require cooperation with factory quality system audit;
After approval, a 3-year valid certification certificate will be issued, and the certificate is subject to annual supervision and random inspection.
