Certification Introduction
Algeria implements mandatory market access certification for electrical and electronic products, administered by the Algerian National Institute of Standardization and Industrial Property (IANOR). All imported or locally produced electrical and electronic products included in the mandatory catalog must obtain certification before being marketed or cleared by customs. Electrical and electronic products with wireless communication functions are additionally required to apply for a spectrum license from the Algerian Telecommunications Regulatory Authority (ARPT).
Laws and Regulations
Core regulations include Decree No. 12-28 of 2012, which clearly specifies that 28 categories of electrical and electronic products require mandatory certification; Decree No. 18-05 of 2018 incorporates CEE certification into the mandatory system, with localized adjustments based on the EU CE framework. Products without qualified certification are prohibited from importation and sales; non-compliant products will be seized and subject to high fines. Technical Requirements
- Standard system: Most IEC international electrotechnical standards are adopted and converted into Algerian local NA standards, and valid CB certificate conversion test results are recognized;
- General requirements: Products shall adapt to Algeria's 220V/50Hz grid parameters, and pass the high-temperature dry environment adaptability test (55℃ continuous operation test);
- Core test items: Electrical safety (referencing standards such as IEC 60335, IEC 60950), electromagnetic compatibility;
- Additional requirements for wireless products: Frequency range and transmit power shall comply with ARPT regulations, referencing ETSI/FCC radio frequency standards;
- Labeling and documentation: Arabic/French bilingual instruction manuals and product labels are required.
Certification Process
Confirm whether the product HS code belongs to the mandatory certification catalog, prepare application materials (enterprise qualification, product technical documents, key component certificates, bilingual documents), submit the formal application to the competent authority, send samples to IANOR/ARPT accredited laboratories to complete testing, high-risk products or large-volume exports require factory inspection, certification certificates are issued after review approval, and corresponding compliance marks shall be affixed to the products.
