Certification Introduction
Electrical and electronic products exported to Tanzania must meet two categories of mandatory compliance requirements:
Ordinary electrical and electronic products (such as household appliances, lighting, power adapters, etc.) are required to obtain a Certificate of Conformity (COC) from the Tanzania Bureau of Standards (TBS). This falls under the mandatory PVoC (Pre-Export Verification of Conformity) scheme, and is an essential document for customs clearance.
Electrical and electronic devices with communication functions (such as cellular terminals, set-top boxes, etc.) must additionally obtain Type Approval from the Tanzania Communications Regulatory Authority (TCRA) before they can be launched on the market. Goods without corresponding certificates will face customs detention, administrative fines, and even compulsory return shipment.
Laws and Regulations
The Tanzania Bureau of Standards (TBS) implements the mandatory PVoC certification system in accordance with the Standards Act of 2009.
Communication electrical and electronic products are regulated under the 2022 revised *Electronic and Postal Communications Act*, and the 2020 *Postal Communications (Electronic) Communication Equipment Standards and E-Waste Management* Regulations.
TCRA issued a new version of the Type Approval Guidelines for Electronic Communication Equipment in November 2023, which updated the application process and labeling requirements. It is recommended that exporters regularly check the latest control catalog and rule updates on the official websites of TBS and TCRA.
Technical Requirements
Ordinary electrical and electronic products' safety requirements comply with the TZS 60335 series (equivalent to IEC 60335 international standard), electromagnetic compatibility complies with CISPR 14-1 standard. Test reports issued by ILAC mutually recognized laboratories are preferentially accepted, and IEC/ISO international standards are recognized when there is no corresponding local standard;
Communication electronic equipment must meet TCRA's radio frequency and software safety requirements. All terminals and set-top boxes connected to cellular networks are mandatory to submit samples for testing, and separately imported functional modules require separate certification;
Labeling requirements: ]The label of TCRA-approved products must mark the certificate number in Arial font no smaller than size 5, electronic labels are allowed, and mandatory certification products must be affixed with the corresponding certification mark.
Certification Process
Confirm product classification in advance, check whether the target model has obtained official Tanzanian certification, and no repeated application is required for already approved models;
Prepare application materials, including certification application form, proforma invoice, packing list, valid test report issued by an ILAC-accredited laboratory, and product technical documents;
Submit application to the corresponding regulatory authority, ordinary electrical and electronic products follow the TBS PVoC process, and communication products submit applications through TCRA's official online system;
Complete document review, provide test samples as required, and accept necessary pre-shipment inspection or factory inspection;
Obtain the corresponding compliance certificate after passing the review, and products can be placed on the market after completing customs clearance with the certificate.
