Certification Introduction
Tajikistan implements the TJS national standard certification system based on the GOST framework, supervised by the Tajikistan National Standard Committee (TajikStandard). The system adopts three modes: mandatory certification, declaration of conformity, and voluntary certification. 35 categories of common electronic and electrical products, including household appliances, industrial control equipment, low-voltage electrical equipment, etc., are included in the mandatory certification scope. Tajikistan is not a member state of the Eurasian Economic Union (EAEU), and some products with valid EAEU EAC certification can apply for a simplified certification process.
Laws and Regulations
The core superior legislation is the Law on Technical Regulation and the Law on Standardization revised in 2019. Mandatory requirements for electronic and electrical products mainly refer to EAEU technical regulations TR CU 004/2011 (Safety of Low-Voltage Electrical Equipment) and TR CU 020/2011 (Electromagnetic Compatibility). Tajikistan's national standards are based on the GOST system. In 2023, new RoHS restrictions on hazardous substances compliance requirements for electronic and electrical products were added, and the country is currently gradually promoting alignment with IEC international standards. Co-regulatory authorities include the General Administration of Customs and the Ministry of Economic Development and Trade.
Technical Requirements
Test standards are mainly based on the GOST system, common standards are the GOST R 51317 series, and newly revised standards gradually adopt IEC standards equivalently. Mandatory test items include electrical safety (insulation performance, voltage withstand test), electromagnetic compatibility (EMC), and RoHS restrictions on hazardous substances.
Labeling requirements require that basic product information and certification number are marked in Tajik or Russian, and the minimum height of the TJS certification mark shall not be less than 5mm. Existing CE and EAC conformity test reports can be partially reused to shorten the certification cycle.
Certification Process
Confirm the certification requirements corresponding to the product HS code, prepare application materials: application form filled in Russian, product technical documents, factory quality system certificate, existing test reports, etc.;
Submit samples to an accredited laboratory to complete type testing, and supplement and complete the test items required by local regulations as required;
Submit the application and test report, the official institution will conduct document review, and additional factory inspection is required for high-risk products;
After passing the review, obtain the GOST-TJ certification certificate, and the product can be cleared and marketed after affixing the compliance certification mark.
