Electrical & Electronics — Niger
Certification Introduction
Electrical and electronic products exported to Niger and placed on the local market must obtain mandatory compliance certification, which is uniformly regulated by the Niger Standards Association (ANSI). Telecommunication and radio terminal products are additionally subject to special certification administered by Niger's communications regulatory authority ARCEP. Certification is an essential document for product customs clearance and legal market entry. Mandatory certification covers the vast majority of electrical and electronic products related to public safety and consumer rights, including household appliances, lighting equipment, audio-visual products, information technology equipment, power adapters, batteries, telecommunication terminals, etc. You must confirm whether your product is included in the mandatory certification catalogue before export.
Laws and Regulations
The current core regulatory framework is as follows:
General electrical and electronic products comply with the mandatory conformity certification system formulated by ANSI
Telecommunication and radio terminal products are subject to regulatory rules updated in 2025: Ministerial Decree No. 000010/MCP/EN/SG/DL and ARCEP Decision No. 000011/ARCEP/CNRCEP/25, which clearly stipulate mandatory certification requirements and procedures. For the specific mandatory product catalogue and the latest revisions, please verify on the official websites of ANSI or ARCEP.
Technical Requirements
Standard Basis: Most of the current technical requirements in Niger directly adopt relevant standards of the International Electrotechnical Commission (IEC), covering three core dimensions: product safety, electromagnetic compatibility, and energy efficiency. Telecommunication terminals additionally have radio frequency performance requirements.
Document Requirements: Technical documents in French or English shall be prepared, including product manuals, product photos and design drawings, list of key safety components, and circuit schematics; existing international certifications such as CB and CE can simplify the evaluation process. Telecommunication terminals additionally need to provide complete radio frequency parameters and Declaration of Conformity (DoC), and the DoC must be traceable with the test report.
Marking Requirements: A clear and permanent certification mark shall be affixed to the product body or packaging, indicating the manufacturer information, product model, and certification approval number.
Certification Process
After confirming that the product is included in the mandatory certification catalogue, the local importer or authorized representative in Niger shall submit the certification application and complete technical documents to the competent authority;
The competent authority conducts completeness and conformity review on the submitted documents;
According to the product risk level and existing certification status, samples are arranged to be sent to designated accredited laboratories for testing. Telecommunication terminals generally require submission of 2 physical samples, and pre-shipment inspection is arranged when necessary;
After passing all review and testing procedures, the competent authority issues the corresponding conformity certificate or type approval certificate.
