Certification Introduction
Market access for electronic and electrical products in Namibia is centered on the mandatory conformity certification from the Namibian Standards Institution (NSI/NBS), which is a prerequisite for product customs clearance and legal market entry, covering the vast majority of consumer and industrial electronic and electrical products. Namibia is a member state of the Southern African Development Community (SADC), and its certification system has a mutual recognition mechanism with regional member states, which can reduce part of compliance costs.
Laws and Regulations
The main regulatory authority is the Namibia Bureau of Standards (NBS/NSI), and products with wireless functions are additionally regulated by the Communications Regulatory Authority of Namibia (CRA). Regulation is based on relevant technical regulations under Namibia's Standards Act, while products must also comply with regional trade rules of the Southern African Customs Union (SACU) and SADC. At the customs clearance stage, products must meet the import license and document compliance requirements of Namibia Customs.
Technical Requirements
Most Namibian standards for electronic and electrical products are aligned with IEC/ISO international standards, and the core mandatory requirements include:
Testing of three core indicators: electrical safety, electromagnetic compatibility (EMC), and energy efficiency;
Product labels must indicate origin, product parameters, safety warnings and instructions for use, and English is mandatory;
Wireless communication electronic and electrical products must additionally obtain CRA type approval. Common reference standards include IEC 62133 (battery safety) and SANS series regional unified standards. The specific applicable standard needs to be confirmed with the official authority according to product type.
Certification Process
[Enterprises complete product classification, confirm whether the product falls into the mandatory certification catalog, and prepare technical documents, qualified test reports and relevant commercial documents;
[Submit formal certification application to the Namibia Bureau of Standards. NBS recognizes test reports issued by international laboratories with ISO 17025 accreditation, and some high-risk products may require additional local verification;
[After document review and product verification are passed, a Certificate of Conformity (CoC) will be issued. The certificate is usually valid for 1 year and needs to be renewed regularly to maintain validity;
[Submit the certificate and compliance documents during cargo shipment and customs clearance, and accept market supervision and sampling inspection by NBS after market launch.
