Certification Introduction
Morocco implements a mandatory conformity assessment system for imported electrical and electronic products. Products included in the controlled catalog must obtain a Certificate of Conformity (COC) and affix the CMIM conformity mark. EU CE certification cannot replace this certification. Wireless communication electrical and electronic products also need to additionally meet the special certification requirements of Morocco's National Telecommunications Regulatory Authority (ANRT), and can only complete customs clearance and be launched on the market after obtaining the compliance documents.
Laws and Regulations
Core regulations include Morocco's Industrial Regulation No. 24.09, Ministerial Resolutions No. 2573.14 and No. 2574.14, which clearly specify the mandatory conformity assessment requirements for low voltage (LVD) safety and electromagnetic compatibility (EMC). In 2025, ANRT released a new version of the Regulations on Certification of Terminal Equipment and Radio Electrical Equipment, raising the access threshold for wireless electrical and electronic products. The supervision and implementation are carried out through division of labor by the Moroccan Ministry of Industry, Trade, Investment and Digital Economy (MCINET), the Standard Institute (IMANOR), and ANRT.
Technical Requirements
- Scope of application: Covers most electrical and electronic products with AC 50-1000V and DC 75-1000V, and the general grid specification is single-phase 220V/50Hz.
- Standard system: Safety requirements adopt IEC international electrotechnical standards, for example, household appliances follow the IEC 60335 series, and information equipment follows IEC 62368-1; electromagnetic compatibility conforms to the corresponding series of CISPR and EN standards. Wireless products additionally require compliance with the EN 301 489 series, and completion of 5G frequency band and SAR value testing.
- Energy efficiency requirements: 12 categories of products including air conditioners and refrigerators are mandatory to affix energy efficiency labels, and implement the NM 13.1.140 (equivalent to EU ERP Directive) standard.
- Marking requirements: The height of the CMIM mark shall be no less than 6mm. The nameplate and instruction manual shall mark core parameters and safety warnings in Arabic, and French or English can be added additionally.
Certification Process
The Moroccan importer submits the certification application through the official Portnet platform. The exporter cooperates to prepare application documents, including product test reports issued by qualified laboratories, commercial invoices, packing lists, product technical documents, etc. Official or authorized institutions conduct document review, and arrange sampling testing or bulk shipment inspection according to the certification mode. After the review and inspection are passed, the electronic COC certificate is issued, and the products can clear customs and enter the market after affixing the compliance mark.
