Certification Introduction
Kyrgyzstan is a member state of the Eurasian Economic Union (EAEU), and electrical and electronic products entering its market follow a two-level certification system:
Products falling within the scope of Eurasian Economic Union technical regulations are required to obtain EAC certification, and the certificate is valid across all EAEU member states
Products not covered by EAC certification (such as some medium and high voltage electrical products) need to obtain national certification of Kyrgyzstan. Among them, GOST-KG is mostly voluntary certification, while TR KG is mandatory certification. Some special products may need to meet the requirements of both categories.
Laws and Regulations
Core applicable regulations include:
Eurasian Economic Union technical regulations: TR CU 004/2011 "Safety of Low Voltage Equipment", TR CU 020/2011 "Electromagnetic Compatibility", covering most consumer electronics and low voltage electrical products
Kyrgyzstan national regulations: For electrical and electronic products not under EAEU jurisdiction, national TR KG technical regulation requirements are implemented. The specific jurisdiction scope of products shall be confirmed via query in the official EAEU system based on HS code.
Technical Requirements
Safety indicators: Comply with IEC standards (e.g. IEC 62133, IEC 62281 apply to lithium batteries), products within the EAEU scope shall meet the unified EAEU standards or GOST standard requirements
Electromagnetic compatibility: All electrical and electronic products must meet the EMC limit requirements specified in TR CU 020/2011
Document requirements: All technical documents (instruction manuals, drawings, etc.) must be provided in Russian/Kyrgyz versions; test reports issued by EAEU-accredited laboratories are required, existing IEC/CE certificates can be evaluated for equivalence to simplify the process
Marking requirements: Certified products must be affixed with EAC or Kyrgyzstan certification marks in accordance with regulations, with core parameters and safety warnings marked.
Certification Process
Confirm product classification and clarify the applicable certification type (EAC/GOST-KG/TR KG).
Prepare application materials, including application form, enterprise qualification documents, Russian technical documents, existing test reports, etc.
According to the requirements of the certification type, send samples to an accredited laboratory for testing, and factory audit shall be arranged for high-risk products.
The certification body reviews the materials, test results and factory audit report, and issues the certification certificate after the audit is passed.
After obtaining the certification, affix the certification mark as required to complete customs clearance and launch the product on the market.
