Certification Introduction
PSE certification is a mandatory market access safety certification for electrical and electronic products in Japan, used to prove that products comply with Japanese safety standard requirements. All electrical and electronic products entering the Japanese market for sale must obtain this certification. It is divided into two categories according to product risk levels:
Diamond PSE: Applicable to high-risk specified electrical products (about 165 types in total, such as power adapters, wires and cables, electric heating appliances, etc.), it is a mandatory third-party certification
Round PSE: Applicable to low-risk non-specified electrical products (about 333 types in total, such as small household appliances, LED luminaires, general batteries, etc.), which can be certified via self-declaration. After certification, it is required to complete filing with Japan's Ministry of Economy, Trade and Industry (METI) before the product can be legally launched on the market.
Laws and Regulations
The core regulatory regulation is Japan's Electrical Appliances Safety Act (DENAN Law, its predecessor was the Electrical Installation and Materials Control Act), which is supervised and implemented by Japan's Ministry of Economy, Trade and Industry (METI). The regulation clearly requires that 498 types of electrical and electronic products listed in the management catalog must pass PSE safety certification. Japanese buyers must complete registration and declaration with METI within 1 month after importing the products, and the products must be marked with the buyer's filing information for supervision.
Technical Requirements
All products must comply with the corresponding Japanese JIS/JISC safety standards, common general standards include:
Household appliances: J 60335-1
IT/AV equipment: J 62368-1
LED luminaires: J 60598-1
Lithium batteries: JIS C 8712
Wires and cables: JIS C 3306/JIS C 3312
Most electrical and electronic products additionally need to meet electromagnetic compatibility (EMC) testing requirements; product labels, instruction manuals and technical documents must be provided in Japanese, and overseas manufacturers must appoint a local filing agent in Japan.
Certification Process
Confirm product classification, clarify whether it belongs to specified electrical products (Diamond PSE) or non-specified electrical products (Round PSE);
Complete corresponding tests according to classification requirements: Diamond PSE requires testing and certification issuance by a METI-accredited third-party organization, and Round PSE can be tested in ILAC/CNAS-accredited overseas laboratories;
Prepare application materials: Diamond PSE requires factory inspection, and Round PSE only needs to retain technical documents and a self-declaration of conformity;
After certification is completed, the Japanese importer completes registration and filing with METI;
Affix the PSE mark of the corresponding specification at the designated position of the product.
