Certification Introduction
For controlled electrical and electronic products exported to Israel, certification issued by the Standards Institution of Israel (SII) is mandatory, which is a compulsory requirement for product customs clearance and legal market entry in Israel. SII is an officially recognized Israeli authority for standard development, product testing and certification, directly managed by the Israeli Ministry of Industry, Trade and Labor. Israel is a member of IECEE-CB, and recognizes compliant CB test reports for certificate conversion, only requiring additional testing to meet Israeli national differences.
Laws and Regulations
The core regulation is the Standards Law promulgated by Israel in 1953, and is specifically implemented by SII. The regulation divides products into four categories according to their risk level to public safety and health. Among electrical and electronic products, household appliances, low-voltage electrical appliances, lighting fixtures, IT equipment and other products belong to Class I high-risk products, which are subject to mandatory certification requirements; industrial electrical and electronic products are subject to control requirements based on their specific categories, and products not listed in the mandatory catalog can apply for voluntary certification.
Technical Requirements
Safety Standards: Converted based on IEC international standards, general safety requirements comply with SI 60335-1 (corresponding to IEC 60335-1), different product categories correspond to dedicated SI standards;
EMC Requirements: Electromagnetic compatibility testing complies with SI 55014 standard, which is equivalent to CISPR 14;
Energy Efficiency Requirements: Household electrical and electronic products need to meet the requirements of energy efficiency label regulations such as SI 9002.3;
Additional Requirements: Plugs must compulsorily comply with SI 32 three-pin round plug standard, and product labels must include Hebrew safety warnings.
Certification Process
Submit certification application and complete technical documents, including product circuit diagrams, BOM lists, product instruction manuals, etc.;
Conduct sample type testing, holders of valid CB reports can complete certificate conversion, only needing supplementary testing for Israeli national differences;
Initial certification requires completion of factory production system audit;
After obtaining the certification, annual supervision and sampling inspection is required, the initial validity of the certificate is 3 years, and renewal can be applied for upon expiration.
