Certification Introduction

Costa Rica implements a mandatory market access certification system for electrical and electronic products, which is mainly supervised and managed by the Ministry of Economy, Industry and Trade (MEIC), the National Electricity Company (CNE), and the Costa Rica Institute of Electricity (ICE) with divided responsibilities. The certification covers almost all household and industrial electrical and electronic products, including home appliances, lighting equipment, IT equipment, power equipment, etc. Products that have not obtained certification cannot obtain import permits and cannot be legally placed on the local market.

Laws and Regulations

It is mainly based on the requirements of Costa Rican Electrical Products Safety Act, MEIC-2018-317 energy efficiency regulation, and relevant national telecommunications regulatory regulations. All regulated products must complete official certification, and a legal agent located in Costa Rica must be appointed. Valid certification documents need to be verified during import customs clearance, and the specific regulated product catalog shall be subject to the latest information officially released by MEIC.

Technical Requirements

Electrical Safety: Localized versions of IEC international standards are adopted. Household appliances comply with IEC 60335 series, lighting products comply with IEC 60598. Insulating materials must meet the flame resistance requirement above UL94 V-2 grade, and the grounding continuity resistance shall not exceed 0.1Ω. Electromagnetic Compatibility: Comply with CISPR series and IEC 61000-4 series standards, meeting the limit requirements for conducted disturbance, radiated disturbance and immunity. Energy Efficiency Requirements: 12 categories of products including air conditioners, refrigerators and LED lamps need to meet energy efficiency limits, affix A-G level energy efficiency labels, and some products require annual sampling re-inspection. Localization Requirements: Plugs comply with NTC 2050 standard, marked with voltage parameters 110V 60Hz. All technical documents must be in Spanish, and test reports must be issued by ILAC-accredited laboratories.

Certification Process

Confirm the regulated classification of the product and appoint a legal agent within the territory of Costa Rica;

Prepare complete Spanish technical documents (including circuit diagrams, BOM list, instruction manual, etc.), send samples to an accredited laboratory to complete relevant tests of safety, electromagnetic compatibility and energy efficiency;

Submit the certification application and test report to the corresponding regulatory authority;

Obtain the certification certificate after passing the review;

Affix the certification mark and required labels on the prominent position of the product, and provide certification documents to complete customs clearance during import.
