Certification Introduction
The Republic of the Congo (Congo-Brazzaville) implements mandatory PCEC/COC conformity certification for electrical and electronic products. The scheme is regulated by the Congolese Agency for Standardization and Quality Management (ACONOQ), and the certificate is a required legal document for import customs clearance and market sales. All categories of electrical and electronic products are covered by mandatory control except for items on the exemption list; small-volume imports with cargo value below 1 million Central African CFA francs, e-commerce parcels, and items for personal use are exempt from certification.
Laws and Regulations
According to the PCEC Conformity Assessment Program for Imported Products officially released by ACONOQ of the Republic of the Congo in 2022, the mandatory customs clearance requirement has been fully implemented since February 1, 2024. All electrical and electronic products included in the Catalogue of Imported Controlled Products must obtain an officially recognized conformity certificate before entering the country for sales. Technical Requirements
- Valid third-party test reports conforming to IEC international standards are accepted. Safety requirements for corresponding product categories refer to general international standards including IEC 62368 (audio/video/information technology equipment), IEC 60335 (household appliances), etc.
- Electromagnetic compatibility requirements equivalently adopt the EN/CISPR series of international standards
- Product markings must indicate rated parameters and safety warning information in French, and rated parameters must adapt to the 230V/50Hz power grid of the Republic of Congo (Congo-Brazzaville)
- Products must meet the requirements for tropical climate adaptability, please confirm specific technical differences with ACONOQ's official technical documents.
Certification Process
- Exporters prepare application materials before goods shipment: valid product test report, proforma invoice, packing list, and completed certification application form
- After submission, the officially authorized body conducts document review, and pre-shipment on-site inspection is arranged after the review is passed
- After passing the inspection, exporters submit final documents including final invoice and packing list to apply for the issuance of COC/PCEC certificate
