Certification Introduction

Belarus is a member state of the Eurasian Economic Union (EAEU). Electronic and electrical products entering the Belarusian market must comply with the unified EAEU EAC certification requirements, which is a mandatory market access system. According to product risk levels, there are two certification forms: low-risk products can adopt Declaration of Conformity (DoC), while medium and high-risk products are required to obtain a mandatory EAC Certificate of Conformity (CoC). Certified products must be affixed with the unified EAC mark before they can be circulated and sold.

Technical Requirements

Electrical Safety: Insulation resistance, voltage withstand test, leakage current and grounding continuity tests must be completed in accordance with relevant IEC/GOST standards. Industrial high-power products and outdoor products require additional IP protection and high-low temperature cycle tests. Electromagnetic Compatibility: Must meet the requirements of radiated emission, conducted emission and various immunity. The 2026 new regulation expands the EMC test frequency range, and adds SAR limit requirements for wireless products. Documentation Requirements: Complete Russian technical documents must be provided, including technical passport, product manual, electrical schematic diagram, risk assessment report, authorization agreement, etc. Marking Requirements: The product body or packaging must clearly mark the EAC mark, manufacturer information, and information of the authorized representative within EAEU, complying with Russian marking specifications.

Certification Process

The applicant prepares product technical materials, appoints a legally qualified authorized representative within the Eurasian Economic Union, and submits the certification application;
Send samples to an EAEU-accredited laboratory and complete testing in accordance with the corresponding technical regulations;
Medium and high-risk products require additional factory production consistency audit, while low-risk products only require document review;
After passing the test and audit, the corresponding EAC certificate of conformity or declaration will be issued, and registration will be completed on the unified EAEU compliance platform;
Certified products must accept annual supervision and audit from the issuing body to maintain the validity of the certificate.
