Certification Introduction
Belarus is a member state of the Eurasian Economic Union (EAEU). Electronic and electrical products entering the Belarusian market must comply with the unified EAC certification requirements of the EAEU, which is a mandatory market access system. There are two certification forms divided by product risk level: low-risk products may use Declaration of Conformity (DoC), while medium- and high-risk products need to obtain a mandatory EAC Certificate of Conformity (CoC). Certified products must be affixed with the unified EAC mark before they can be circulated and sold.
Laws and Regulations
Core applicable technical regulations of the Eurasian Economic Union:
- TP TC 004/2011 Safety of Low-Voltage Equipment
- TP TC 020/2011 Electromagnetic Compatibility Certain specific electronic and electrical products also need to comply with corresponding EAEU special technical regulations, such as requirements related to energy efficiency and wireless equipment. In 2026, the EAEU completed the revision of TR CU 020/2011, adding requirements for radiofrequency exposure limits and IoT device safety verification. Belarus recognizes all unified EAEU certification results, no separate additional national certification is required, and specific product category requirements can be verified on the official website of the State Committee for Standardization of Belarus.
Technical Requirements
- Electrical safety: Insulation resistance, voltage withstand test, leakage current, and grounding continuity tests shall be completed in accordance with relevant IEC/GOST standards. Industrial high-power and outdoor products require additional IP protection and high-low temperature cycle tests.
- Electromagnetic compatibility: Comply with requirements for radiated emission, conducted emission and various immunity. The 2026 new regulation expands the EMC test frequency range, and adds SAR limit requirements for wireless products.
- Documentation requirements: Complete Russian-language technical documents shall be provided, including technical passport, product manual, electrical schematic diagram, risk assessment report, authorization agreement, etc.
- Marking requirements: The EAC mark, manufacturer information, and information of the authorized representative within the EAEU must be clearly marked on the product body or packaging, in compliance with Russian marking specifications.
Certification Process
Applicants prepare product technical documents, appoint an authorized representative with valid qualifications within the EAEU, and submit the certification application. Samples are sent to EAEU-accredited laboratories to complete testing in accordance with corresponding technical regulations. Medium- and high-risk products require additional factory production consistency audit, while low-risk products only need document review. After passing testing and audit, the corresponding EAC certificate of conformity or declaration is issued, and registration is completed on the EAEU unified compliance platform. Certified products are subject to annual supervision audit by the issuing body to maintain certificate validity.
