Certification Introduction
Azerbaijan is not a member of the Eurasian Economic Union (EAEU) and does not recognize EAC certification. Electronic and electrical products entering the Azerbaijani market must meet the national mandatory AZS certification requirements. AZS certification is uniformly managed by the State Representative Office for Standardization, Metrology and Patents of Azerbaijan, and is mainly divided into two categories:
- Certificate of Conformity (CoC): Applicable to high-risk electronic and electrical products, requiring laboratory testing and factory audit
- Declaration of Conformity (DoC): Applicable to medium and low-risk products, can be completed based on existing compliance test reports, and submitted by the local importer Products not listed in the mandatory catalog can apply for voluntary AZS certification to improve market recognition.
Laws and Regulations
- Comply with Azerbaijan's national regulations including the Law on Standardization and the Regulations on Product Safety Conformity Assessment. All electronic and electrical products included in the mandatory certification catalog must obtain certification before customs clearance and market sales
- The mandatory catalog covers most electronic and electrical categories: home appliances, low-voltage equipment, IT equipment, lighting products, power cables, electric motors, etc. Exporters need to confirm product classification requirements in advance on the official website of Azerbaijan's regulatory authority
Technical Requirements
- Most technical standards are equivalent to IEC international standards, some categories still use traditional GOST standards, and the core assessment requirements are electrical safety and electromagnetic compatibility
- Common corresponding standards: IEC 60335 series (Safety of household and similar electrical appliances), IEC 61000 series (Electromagnetic compatibility)
- Products must be provided with user instructions in Azerbaijani or Russian, and certified products must be affixed with a clear and identifiable AZS certification mark in accordance with regulations
Certification Process
Confirm product classification and certification type, check whether the product falls within the scope of mandatory certification, and determine whether to apply for CoC or DoC. Prepare application materials, including the official application form, notarized and translated enterprise qualifications, and product technical documents (instructions, design drawings, existing test reports, etc.). After submitting the application, document review is completed; upon approval, samples are arranged to be sent to an Azerbaijan-accredited laboratory for testing. High-risk products applying for CoC need to complete an additional on-site factory audit. After all tests and audits are passed, the corresponding certification documents will be issued and official filing will be completed.
