Certification Introduction
South Africa is a contracting party to the United Nations 1958 Agreement Concerning the Adoption of Uniform Provisions for Motor Vehicles, and implements mandatory market access certification for motor vehicles and safety-critical components, jointly regulated by the South African National Regulator for Compulsory Specifications (NRCS) and the South African Bureau of Standards (SABS). Complete vehicles must obtain NRCS Vehicle Type Approval (VTA), and safety-related components (brake, steering, lighting, electrical systems, etc.) must obtain LOA certification issued by NRCS. South Africa recognizes test results compliant with UN ECE regulations, which can be equivalent to exemption from some local testing.
Laws and Regulations
The core superior regulation is the Motor Vehicle Safety Act (No.29 of 2007), and mandatory standards are formulated as the SANS series of national standards by SABS. South Africa has explicitly planned to upgrade emission regulations to the Euro 6b level. The specific effective date and implementation rules need to be checked against the latest official announcement of NRCS.
Technical Requirements
- Safety performance: Crash testing refers to UN ECE R94/R95; lighting systems meet the requirements of ECE R112; brake systems need to meet the dual-circuit configuration and braking distance limits; the strength of seat belt anchorages must comply with requirements.
- Environmental emission: Euro 5 equivalent standard (SANS 20049:2013) is currently implemented, with clear limits for urban cycle noise and fuel evaporation leakage.
- Electromagnetic compatibility: Complete vehicles and on-board electronic components must comply with the requirements of CISPR 12 standard.
- Supporting requirements: The user manual must be provided in bilingual versions of English and Afrikaans; a complete BOM list and production quality system operation records are required.
Certification Process
Complete product pre-assessment and compliance gap analysis, and prepare test samples that meet requirements; complete all specified type test items in accordance with corresponding standards, and obtain a qualified test report; organize test reports and technical documents to submit to NRCS, and cooperate with the completion of production consistency factory inspection; pay relevant fees after passing the inspection, obtain the corresponding certification certificate, and the product nameplate must permanently mark the certification number; the initial certificate is valid for 5 years, and annual supervision audit must be accepted as required.
