Certification Introduction
South Africa is a contracting party to the United Nations 1958 Agreement on Motor Vehicle Technology, and implements mandatory market access certification for motor vehicles and safety-critical components, which is jointly regulated by the National Regulator for Compulsory Specifications (NRCS) and the South African Bureau of Standards (SABS). Complete vehicles must pass NRCS Vehicle Type Approval (VTA), while safety-related components (braking, steering, lighting, electrical systems, etc.) must obtain LOA certification issued by NRCS. South Africa recognizes test results that comply with UN ECE regulations, which can be equivalent to exemption from some local tests.
Laws and Regulations
The core overriding legislation is the Motor Vehicle Safety Act (No.29 of 2007), and mandatory standards are developed as SANS series national standards by SABS. South Africa has explicitly planned to upgrade emission regulations to Euro 6b level, the specific effective date and implementation rules need to be checked against the latest official announcement from NRCS.
Technical Requirements
Safety Performance: Crash tests are referenced to UN ECE R94/R95, lighting systems meet ECE R112 requirements, braking systems must meet dual-circuit configuration and braking distance limit requirements, and seat belt anchorage strength must comply with relevant requirements.
Environmental Protection and Emission: The currently implemented equivalent Euro 5 standard (SANS 20049:2013) clearly specifies requirements for urban condition noise limits and fuel evaporation leakage limits.
Electromagnetic Compatibility: Complete vehicles and automotive electronic components must comply with the requirements of CISPR 12 standard.
Supporting Requirements: The user manual must be provided in a bilingual version of English and Afrikaans, and a complete BOM list and production quality system operation records must be provided.
Certification Process
Complete product pre-assessment and compliance gap analysis, prepare test samples that meet requirements;
Complete type tests of all specified items in accordance with corresponding standards, obtain qualified test reports;
Organize test reports and technical documents, submit to NRCS, and cooperate to complete the production consistency factory inspection;
After passing the inspection, pay relevant fees to obtain the corresponding certification certificate, and the product nameplate must be permanently marked with the certification number;
The initial certificate is valid for 5 years, and annual supervision audit shall be accepted as required.
