On June 30, 2026, the Ministry of Construction (formerly Ministry of Transport) issued Notice No. 45/2026/TT-BXD, revising several regulations in the field of road transport vehicle inspection and certification. This notice shall come into effect on July 1, 2026.

2. Major impacts on vehicles and components exported to Vietnam
1. Strengthened requirements for trademarks and chassis number/VIN
Those without a trademark, without a chassis number, with an unidentifiable or incomplete chassis number, or with the chassis number fixed on metal plates or other additional materials shall be issued a non-conformity notice, except for special cases specified by regulations.
2. Clarified testing requirements for extended-range electric vehicles
Safety and emission tests for extended-range electric vehicles (REEV, EREV) shall be conducted in accordance with the testing methods for plug-in hybrid electric vehicles (PHEV).
3. Clarified deadline for inspection submission of disassembled transport vehicles
Large-sized special-purpose vehicles disassembled for transportation or electric vehicles with batteries disassembled for safety reasons shall complete assembly and inspection within 15 days after entering the storage facility; for batch transportation, the calculation shall start from the date of the last batch of goods entering the warehouse.
4. Strengthened speed management for imported motorcycles
If the vehicle structure or software can be modified to make the maximum speed exceed the value published by the manufacturer, a non-conformity notice shall be issued and the import certification of that vehicle model shall be suspended until the recall of the same type of imported vehicles is completed.
5. Expanded scope of component test report usage
Domestic automotive production and assembly enterprises in Vietnam may use test reports issued by the legal representative of foreign manufacturers in Vietnam to apply for certification without repeating the relevant tests.
6. Strengthened product traceability
When applying for inspection and certification, manufacturers shall cooperate in registering numbers and barcodes and establish a database for product identification, traceability, and recall.
7. Clarified requirements for pasting number stamping copies
Stamped copies of the chassis number and engine number shall be pasted on the back of the import vehicle certification certificate or exemption notice; electronic printed versions shall be stamped and sealed with a consecutive seal stamp.
8. Adjusted COP renewal requirements
After completing the first COP assessment in Vietnam, the ECE COP certificate may be used for renewal; for those who have not yet obtained the certificate, the ECE COP report may be used, but the validity period shall not exceed 90 days.
