The regulatory scrutiny of the Eurasian Economic Union (EAEU) continues to tighten. Rosaccreditation of the Russian Federation has suspended the validity of EAC certificates and conformity declarations issued by 10 Kyrgyzstan institutions; the Eurasian Intergovernmental Council will hold a meeting from August 6th to 7th; and the countdowns for amendments to TR CU 010 and TR CU 018 have reached 27 and 64 days respectively.
1. Suspension of Certificates by 10 Kyrgyzstan Institutions
According to Resolution No. 87, Rosaccreditation has suspended the validity of CoC certificates and DoC conformity declarations issued by 10 Kyrgyzstan institutions for a period of 12 months. Among them, institutions such as НукураСерт and КСК Альянс have been suspended since May 20th. Relevant enterprises should promptly apply for RA/RU certificates to avoid affecting product customs clearance and potential detention. As the current institution inspection is deepening, enterprises should prepare in advance by comprehensively reviewing the certificate sources of all inventory, in-transit, and exported products, and verifying whether the issuing institutions are on the suspension list.
2. Meeting of the Eurasian Intergovernmental Council
The Eurasian Intergovernmental Council will hold a meeting from August 6th to 7th, and the meeting may involve technical regulation amendments and certification mutual recognition. Wanweihui will continue to monitor subsequent bulletins and the latest developments in fields such as OTTC and EAC certification to provide updates on certification trends. Given that Council resolutions often have retrospective effect and rapid implementation, enterprises are advised to arrange dedicated personnel to track meeting communiqués and subsequent implementation details in advance, especially regarding adjustments to certification mutual recognition scope and transition arrangements.
3. Amendment to TR CU 010/2011
Resolution No. 36 of TR CU 010/2011
Countdown Alert: According to Resolution No. 36, the amendment to TR CU 010/2011 will take effect on September 1st, with 25 days remaining!
Key changes include:
The scope of DOC declarations has been expanded from 60 categories to 64 categories;
New products such as construction machinery and forklifts have been added;
Products not on the list will be uniformly subject to CoC certification.
Vehicle supporting enterprises of category O should promptly update relevant documents. Enterprises should immediately classify and review products against the new list to determine their new certification pathways; for newly added high-risk products such as construction machinery and forklifts, technical documents, test reports, and drawings should be prepared in advance, and appointments should be made with laboratories with new qualifications to avoid delays from concentrated applications after the effective date.
4. Amendment to TR CU 018/2011
According to Resolution No. 37, the amendment to TR CU 018/2011 will take effect on October 8th. After the amendment, OTTC and SBKTS documents must include hybrid vehicle type markings. Vehicle and chassis enterprises of categories O and N should promptly update technical description templates. All ongoing OTTC and SBKTS applications that are not completed before the effective date risk rejection or supplementary materials requests. Enterprises are advised to urgently review ongoing projects, prioritize those nearly completed, and re-prepare early-stage projects using the new templates.

With intensified regulation and approaching regulatory deadlines, relevant enterprises should promptly verify the issuing institutions’ qualifications, certificate scope, and technical documents to complete compliance adjustments on schedule.
