

1. Certification Mechanism: Self-Certification
According to Article 30 of the Motor Vehicle Management Law, for self-certification of motor vehicles, the manufacturer / importer shall self-certify that the vehicle model meets KMVSS requirements. The manufacturer/importer shall bear 100% of compliance, testing, recall, and legal responsibilities. After the vehicle is launched on the market, MOLIT/KOTSA may randomly purchase samples for inspection at any time and request access to test and production consistency documents.
Special Note: Certification application documents must be uniformly submitted through a locally registered importer/agent in Korea. Overseas manufacturers cannot submit directly. Red-line violations must undergo the specified mandatory tests in Korea; overseas test reports will not be recognized. Self-certification ≠ Exemption from supervision; inconsistent or false declarations will result in orders to stop sales, recall, fines, and criminal liability.
2. Regulatory Framework: Supervisory Departments
For vehicles entering the Korean market, they must meet the compliance requirements of the following departments, with each department's responsibilities as follows:
Ministry of Land, Infrastructure and Transport (MOLIT): Formulates KMVSS, self-certification system, recall supervision, and manufacturer registration;
Korea Transport Safety Authority (KOTSA): Enforces safety compliance, conducts market sampling inspections, investigates defects, and issues recall orders;
Korea Automotive Testing & Research Institute (KATRI): MOLIT-designated testing/review institution, issues recognized test reports;
Ministry of Environment (MOE): Enforces the Atmospheric Environmental Protection Law;
National Institute of Environmental Research (NIER): Manages environmental-related items;
Korea Environment Corporation (KECO): Emissions, noise, and range;
Korea Energy Agency (KEA): Authorizes institutions such as the Korea Energy Research Institute (KIER) for energy consumption and greenhouse gas emission testing;
Ministry of Science and ICT (MSS/KC): Mandatory certification for radio products, EMC, and KC marks.
