Certification Introduction
Turkmenistan implements a mandatory conformity assessment system for imported electrical and electronic products, which is a required prerequisite for product customs clearance, entry into the country and legal placement on the market. This system is led and managed by the State Standardization Authority of Turkmenistan (TurkmenStandart). Industrial electrical and electronic products are subject to TurkmenStandart certification, while consumer electronics and home appliances are subject to mandatory GOST-TM certification. Products without valid certification will be refused entry by customs and subject to fines.
Laws and Regulations
The core regulatory basis is Decree No. 47 of 2023 issued by TurkmenStandart, and the overall system adopts the GOST standard system. In 2023, the mandatory certification catalog was updated, adding photovoltaic inverters and charging piles as mandatory certification categories; a hierarchical risk management system has been implemented since 2024, which sets certification requirements based on product risk levels; energy efficiency standards for household electronic appliances have been updated in recent years. The specific mandatory catalog and implementation details shall be subject to the latest official release from TurkmenStandart.
Technical Requirements
- Core testing is based on GOST series standards: electromagnetic compatibility testing follows GOST 30804.3.2-2013, and electrical safety follows GOST 12.2.007.0-75;
- Mandatory test items include electromagnetic compatibility, insulation voltage resistance, environmental adaptability (high and low temperature cycling), and mechanical vibration; consumer home appliances require additional energy efficiency grade testing;
- Products shall comply with the local 220V/50Hz power supply standard, product technical documents shall be provided in Russian or Turkmen, all official documents require embassy certification, and product labels shall mark localized after-sales information and parameter information.
Certification Process
Applicants submit certification applications and complete technical documents, including materials such as enterprise qualification, product technical description, circuit schematics, and quality management system certificates; the competent authority conducts preliminary document review, after passing the preliminary review, samples are sent to TurkmenStandart-accredited laboratories to complete testing as required; high-risk products or enterprises that meet the continuous export volume threshold need to accept on-site factory audit; after all tests and audits are passed, the certification certificate will be issued. The certificate is valid for 1-3 years, annual supervision audit is required, and extension application can be submitted 6 months before expiration.
