Certification Introduction
Electrical and electronic products imported into and sold within the territory of Saudi Arabia must obtain mandatory conformity certification led by the Saudi Arabian Standards Organization (SASO). All applications are uniformly processed through the official SABER online platform. The controlled scope covers all categories of electrical and electronic products including household appliances, IT equipment, lighting products, consumer electronics, etc. Products with wireless functions need to additionally apply for certification from the Saudi Communications and Information Technology Commission (CITC). All controlled products must meet SASO RoHS requirements for restrictions on hazardous substances.
Laws and Regulations
Core current regulations include: SASO 2870/2015 Energy Efficiency Regulation for Electrical and Electronic Products, SASO RoHS Technical Regulation for Restriction of Hazardous Substances, and GSO/IEC series safety standards adapted by the Saudi Standards Organization. All imported products must hold a Certificate of Conformity (COC) issued by SASO for customs clearance. Non-compliant products cannot clear customs and will face return shipment or fine penalties.
Technical Requirements
- Safety requirements: Corresponding IEC standards apply based on product category. Household appliances follow the IEC 60335 series, IT equipment follow IEC 60950, and lighting products follow the SASO IEC 60598-1 series.
- Electromagnetic compatibility: Must comply with CISPR series standards, and meet requirements for electromagnetic radiation emission and anti-interference.
- Energy efficiency requirements: Key categories such as air conditioners, washing machines, and lighting must meet SASO energy efficiency indicators, and be affixed with energy efficiency labels of the corresponding grade.
- RoHS requirements: Six hazardous substances are restricted. The limit for cadmium is ≤0.01%, and the limit for other hazardous substances is ≤0.1%. The exemption list can be confirmed by checking the official SASO website.
- Labeling requirements: Product labels must mark trademark, rated parameters, and country of origin in Arabic. Product instruction manuals must be provided in Arabic.
Certification Process
Complete product safety, EMC, energy efficiency and RoHS testing in a SASO-accredited laboratory in accordance with corresponding standards, and obtain a qualified test report. Prepare application materials, including necessary documents such as bilingual application form, declaration of conformity, product technical documents, and product photos. Submit the registration application and all materials on the official SABER platform, and pay the corresponding certification fees. SASO or its authorized organization completes document review, and conducts factory inspection or pre-shipment sampling inspection according to the selected certification mode. After passing the review, a Certificate of Conformity (COC) will be issued, and the certificate is used for Saudi customs clearance and filing.
