Certification Introduction
Madagascar implements a mandatory compliance certification system for imported electrical and electronic products, regulated by the official national standardization body. The system covers all categories of electrical and electronic products including household appliances, industrial electrical equipment, lighting products, information technology equipment, and audio-visual equipment. Products without the corresponding certification cannot complete customs clearance and are not permitted to be legally sold in the local market.
Laws and Regulations
- The competent authority is the Bureau des Normes de Madagascar (BNM), which is responsible for formulating certification rules and technical standards, and implements the BNM mandatory certification system.
- Communication-related electrical and electronic products are additionally regulated by ARCTED (Technical Authority of Communications and Posts of Madagascar), and are required to obtain OMN conformity certification.
- Specific latest regulatory requirements shall be verified for updates through the official BNM website.
Technical Requirements
- Standard system: Most standards directly adopt IEC (International Electrotechnical Commission) standards, and local standards are also equivalent conversions of IEC standards. Common electrical safety requirements refer to series standards such as IEC 60335.
- Testing items: Electrical safety testing and electromagnetic compatibility (EMC) testing are mandatory. Additional energy efficiency testing and restriction of hazardous substances testing are required for some products.
- Labeling requirements: Product labels and instruction manuals must use French or Madagascar's official language to mark product information, warning content and certification number.
- Adaptation requirements: The local power grid operates at 220V/50Hz, so products must comply with the voltage and frequency requirements.
Certification Process
- Submit a certification application and provide complete product technical documents simultaneously. Non-locally registered enterprises are required to appoint a local authorized representative in Madagascar.
- The official authority conducts a preliminary review of the submitted application materials. Incomplete or non-compliant materials need to be supplemented and corrected as required.
- Samples are sent to an officially accredited laboratory for compliance testing, and high-risk product categories require an additional on-site factory audit.
- After all tests and audits are passed, the official authority issues a certification certificate. The certificate is generally valid for 1-3 years, and certified products are subject to subsequent regular market supervision and sampling inspection.
