Certification Introduction
Mandatory market access certification is implemented for motor vehicles and their components exported to New Zealand. The New Zealand Transport Agency (NZTA) is responsible for access approval of complete vehicles and core safety components. Motor vehicle components with electrical functions are additionally required to meet the requirements of RCM certification commonly used in Australia and New Zealand, and can only be legally placed on the market after complying with safety and electromagnetic compatibility standards.
Laws and Regulations
The core regulatory basis is New Zealand's Land Transport Act, and NZTA is responsible for carrying out access review. Compliance of electrical components follows the joint Australia-New Zealand electrical safety regulations, electromagnetic compatibility requirements comply with New Zealand's relevant radio communication regulations, and specific provisions shall be subject to the latest official announcement from NZTA.
Technical Requirements
- Complete vehicle requirements: Must be configured for right-hand drive, with speedometer marked in kilometers per hour. Emissions shall comply with the corresponding stage of EU emission limits, and meet New Zealand's mandatory safety standards for vehicle safety structure, braking system, lighting system, etc.
- Component requirements: Core safety components (braking, steering, lighting, etc.) shall comply with NZS or AS/NZS safety performance standards specified by NZTA; electrical components shall meet electrical safety and electromagnetic compatibility (EMC) requirements of AS/NZS standards, and radio-related components shall additionally comply with New Zealand radio standards.
Certification Process
Confirm product category and clarify applicable certification requirements. Components with electrical functions shall complete corresponding testing and certification in advance. Prepare import qualification documents, product technical materials, and qualified third-party test reports. Submit certification application and materials to NZTA for review. Complete on-site safety inspection, performance and emission test evaluation of the vehicle or component. After passing the review, complete registration and affix the corresponding compliance mark on the product.
