Certification Introduction

Compulsory market access certification is required for motor vehicles and their components exported to New Zealand. The New Zealand Transport Agency (NZTA) governs the market access of complete vehicles and core safety components. Motor vehicle components with electrical functions are additionally required to meet the general RCM certification requirements for Australia and New Zealand, and can only be legally placed on the market after complying with safety and electromagnetic compatibility standards.

Laws and Regulations

The core regulatory basis is New Zealand's Land Transport Act, and the New Zealand Transport Agency (NZTA) is responsible for carrying out access review; Compliance of electrical components follows the Australia-New Zealand joint electrical safety regulations, and electromagnetic compatibility requirements comply with New Zealand's relevant radio communication regulations. Specific provisions shall be subject to the latest official announcement from NZTA.

Technical Requirements

Requirements for complete vehicles: The vehicle must be configured for right-hand drive, with the speedometer in kilometers per hour. Emissions must meet the corresponding stage of EU emission limits, and comply with New Zealand's mandatory safety standards for vehicle safety structure, braking system, lighting system and other aspects. Requirements for components: Core safety components (braking, steering, lighting, etc.) must comply with the NZS or AS/NZS safety performance standards specified by NZTA; electrical components must meet the electrical safety and electromagnetic compatibility (EMC) requirements of AS/NZS standards, and radio-related components must additionally comply with New Zealand radio standards.

Certification Process

Confirm the product category and clarify the applicable certification requirements, complete the corresponding testing and certification in advance for components with electrical functions.

Prepare import qualification documents, product technical materials, and qualified third-party test reports;

Submit the certification application and materials to NZTA for review;

Complete on-site safety inspection, performance and emission testing and evaluation of vehicles or components;

Complete registration after passing the review, and affix the corresponding compliance mark on the product.
