Certification Introduction
New Caledonia is an overseas collectivity of France. Electrical and electronic products placed on the local market must comply with the EU compliance framework extended by France, which is a statutory access requirement for customs clearance and market circulation. Most civil and industrial electrical and electronic products are covered by mandatory compliance, and high-risk categories such as wireless products and low-voltage electrical appliances require third-party conformity assessment.
Laws and Regulations
Mainly applies current EU and French regulations, specifically including:
- Low Voltage Electrical Safety Directive 2014/35/EU (LVD)
- Electromagnetic Compatibility Directive 2014/30/EU (EMC)
- Restriction of Hazardous Substances in Electrical and Electronic Equipment Directive 2011/65/EU (including amendment 2015/863/EU, RoHS 2.0)
- Radio Equipment Directive 2014/53/EU (RED) for wireless products Specific requirements shall be subject to the latest announcements from local regulatory authorities of New Caledonia.
Technical Requirements
- Safety testing: Refer to corresponding IEC/EN international standards, for example, household appliances comply with the EN 60335 series, and IT products comply with the EN 60950 series standards
- Electromagnetic compatibility: Comply with EN CISPR interference limits and immunity requirements; wireless products additionally meet RED radio frequency related standards
- Environmental requirements: Restrict the content of ten hazardous substances including lead, mercury and cadmium, in compliance with RoHS 2.0 requirements
- Marking and labeling: Provide French technical instructions, adapt to the local 220V/50Hz power supply specification, and affix the CE conformity mark
Certification Process
Confirm the applicable regulations and assessment modes corresponding to the product category, prepare product technical documents, test reports and commercial documents, translate the documents into French, and submit the conformity application by the local importer or authorized representative in New Caledonia. After completing document review and necessary sample testing, a conformity certificate will be issued or self-declaration filing will be completed upon approval. Products can clear customs and enter the market after affixing the conformity mark.
