Certification Introduction
All imported and marketed electronic and electrical products in Senegal are required to obtain mandatory statutory certification. The certification system is supervised by the Association Sénégalaise de Normalization (ASN), which follows the regional harmonized standard framework of the Economic Community of West African States (ECOWAS) and recognizes mutual recognition of test results from regional and some international certifications. The certification covers all categories of electronic and electrical products, including household appliances, IT equipment, lighting products, consumer electronics, etc. Products without certification are prohibited from importation, customs clearance and market sales, and violators will face penalties such as cargo detention and fines.
Laws and Regulations
The core regulation is the Electrical and Electronic Product Safety Act revised by Senegal in 2020. Wireless electronic devices need to comply with the updated spectrum management requirements released in 2023. Import customs clearance shall follow Senegal's customs declaration regulations, and an import license must be applied in advance if the cargo value exceeds the specified limit. The overall regulatory framework aligns with the unified compliance requirements of the ECOWAS region, and specific requirements are subject to the latest detailed rules officially released by ASN.
Technical Requirements
- Electrical Safety: Comply with IEC 60335 series international standards, testing covers insulation resistance, dielectric strength, and grounding continuity, and the enclosure protection class must reach at least IP20;
- Electromagnetic Compatibility: Meet the radiation emission and immunity requirements of CISPR 32 standard;
- Energy Efficiency Requirements: The standby power of all devices shall not exceed 0.5W (new regulation 2023), and products such as refrigerators and air conditioners must be affixed with a 1-5 level energy efficiency label marked in French;
- Other Requirements: European standard two-round pin plugs are mandatory; product nameplates and instruction manuals must provide complete information in French; some products need to complete climate adaptability testing under 40℃/95%RH environment; hazardous substances must comply with RoHS restrictions; holders of CE, CB, SASO and other certificates can get partial test item exemptions.
Certification Process
Prepare application materials including product technical documents, manufacturer qualification certificates, and power of attorney from a local agent in Senegal, and mutually recognized certificates already obtained can be submitted together; Submit the certification application to ASN and pay relevant fees; Send samples to an ASN-approved laboratory to complete testing of required items; ASN reviews the test report and application documents, and first-time applications for high-risk products may require cooperation with a factory quality system audit; After the review is passed, a certification certificate with a validity period of 3 years will be issued, and the certificate is subject to annual supervision and spot checks.
