Certification Introduction
Rwanda implements a mandatory market access conformity certification system for electronic and electrical products, which is uniformly regulated by the Rwanda Standards Board (RSB). This system requires all electronic and electrical products imported or placed on the local market to meet local quality, safety and energy efficiency requirements. Products without valid conformity certification cannot clear customs and be launched on the market.
Laws and Regulations
The regulatory authority is the Rwanda Standards Board (RSB). The system generally follows the regional technical coordination framework of the East African Community (EAC), implements Rwanda Standards (RS) and import and export product quality supervision regulations issued by RSB. Updates to standards in the electronic and electrical sector are notified publicly via the WTO/TBT channel, and the latest mandatory certification catalog shall be subject to the information published on the official website of RSB.
Technical Requirements
Products must comply with Rwanda Standards (RS) or East African Community (EAC) standards, most of which are equivalent to IEC international electrotechnical standards;
Products shall adapt to Rwanda's 220-240V power supply voltage and use compliant European standard plugs;
Products must meet the electromagnetic compatibility (EMC) safety requirements;
Products included in the energy efficiency control catalog shall be affixed with RSB-approved energy efficiency level marks in accordance with regulations;
Product labels are recommended to provide instructions in English or French and indicate the origin information.
Certification Process
Confirm the product certification category, and prepare application materials such as product technical specifications, test reports issued by accredited laboratories, and enterprise qualification documents;
Submit the application and complete supporting materials to the regulatory authority;
After passing document review, complete pre-shipment inspection or sample testing as required;
After the inspection and testing results are qualified, the conformity certification certificate will be issued;
Complete customs clearance procedures with the certificate, and products can be placed on the market after affixing the compliance mark.
