Certification Introduction
Rwanda implements a mandatory market access conformity certification system for electronic and electrical products, which is uniformly regulated by the Rwanda Standards Board (RSB). This system requires all electronic and electrical products imported and placed on the local market to meet local requirements for quality, safety and energy efficiency. Products without qualified certification cannot complete customs clearance and be launched on the market.
Laws and Regulations
The regulatory body is the Rwanda Standards Board (RSB). The system generally follows the East African Community (EAC) regional technical coordination framework, implements Rwanda Standards (RS) and import and export product quality supervision regulations issued by RSB. Standard updates in the electronic and electrical field will be notified to the public through the WTO/TBT channel, and the latest mandatory certification catalog shall be subject to the information published on the official website of RSB.
Technical Requirements
- Products shall comply with Rwanda Standards (RS) or East African Community (EAC) standards, most of which are equivalent to IEC international electrotechnical standards;
- Products shall adapt to Rwanda's 220-240V supply voltage, and use EU-standard plugs that meet specifications;
- Products must meet electromagnetic compatibility (EMC) safety requirements;
- Products included in the energy efficiency control catalog shall be affixed with energy efficiency grade labels approved by RSB in accordance with regulations;
- Product labels are recommended to provide instructions in English or French, and indicate the origin information.
Certification Process
- Confirm the product certification category, prepare application materials such as product technical specifications, test reports issued by accredited laboratories, and enterprise qualification documents;
- Submit the application and complete materials to the regulatory authority;
- After passing the document review, complete pre-shipment inspection or sample testing as required;
- After the inspection and test results are qualified, a conformity certification certificate will be issued;
- Complete customs clearance procedures with the certificate, and the product can be placed on the market after affixing the compliance mark.
