Certification Introduction
For electronic and electrical products exported to the Russian Federation, most are included in the mandatory certification catalog of the Eurasian Economic Union (EAEU), and EAC certification is required for customs clearance and market sales. Products not included in the EAEU catalog must obtain Russian GOST R national certification. EAC certification has two forms: high-risk products (such as industrial high-power electronic and electrical equipment) require an EAC Certificate of Conformity (COC), while medium and low-risk products (such as small household appliances, electronic accessories, etc.) can apply for an EAC Declaration of Conformity (DOC). All valid certificates must be registered in the EAEU FGIS unified registration system.
Laws and Regulations
The core applicable regulations are the technical regulations of the Eurasian Economic Union: TR CU 004/2011 On Safety of Low Voltage Equipment, TR CU 020/2011 On Electromagnetic Compatibility. In 2026, Russia completed the localization revision of relevant regulations, clearly stipulating that only Russian local authorized institutions can issue certificates. Non-EAEU enterprises must appoint a legally registered legal entity in Russia as the certificate holder, and the holder agreement must be notarized by a Russian notary public. All certificates must be registered in the FGIS system, and unregistered certificates are deemed invalid. Non-compliant products can be fined 20%-100% of the goods value and even banned from the market. Products not included in the EAEU catalog are subject to relevant regulations of Russian GOST R national safety certification.
Technical Requirements
Safety Testing: Low-voltage equipment shall complete full-item actual tests for IP protection, high and low temperature cycle tests, and provide MTBF reliability data;
EMC Requirements: The test frequency is extended to 2.4GHz, and the radiation emission limit is tightened;
Marking Requirements: All labels and instruction manuals must be in Russian, and the EAC mark must be compulsorily affixed (minimum height not less than 5mm). Some product categories need to be additionally equipped with a traceable QR code;
Special Requirements: For electronic and electrical products that come into contact with the human body, supplementary health and epidemic prevention appraisal is required, and technical documents in Russian shall be provided.
Certification Process
Confirm the applicable technical regulations and risk level of the product via HS code, prepare Russian product instruction manual, technical drawings, enterprise qualification and other materials, appoint a legal entity in Russia as the certificate holder and complete notarization of the holder agreement;
After application submission for high-risk products, send samples to an EAEU accredited laboratory for testing, and accept factory consistency audit;
For medium and low-risk products, a declaration of conformity is issued based on qualified test data;
Materials and test results are reviewed by a Russian local authorized institution. After passing the review, the certificate/declaration will be issued and registered in the FGIS unified registration system;
After affixing the compliance mark, the product can clear customs and be launched on the market.
