Certification Introduction
Mali implements a mandatory MLI Conformity Assessment Scheme (commonly known as Mali COC Certification) for imported electrical and electronic products, which is a necessary prerequisite for legal customs clearance and sales of products in the Mali market. This certification is supervised by the Malian Agency for Standardization (AMANORM), compatible with the unified regional compliance requirements of the Economic Community of West African States (ECOWAS), and aims to ensure that imported products meet local safety, health and environmental protection requirements. Products without valid certificates will face the risk of customs clearance obstruction, fines or return shipment.
Laws and Regulations
The core regulation is the MLI Conformity Assessment Scheme for imported products issued by the Malian government, and it is also required to follow the technical harmonization rules for electrical and electronic products in the Economic Community of West African States (ECOWAS) region. Wireless communication electrical and electronic products additionally need to comply with the radio frequency control regulations of the Malian Communications Regulatory Authority (AMRTP), and the specific mandatory product list shall be subject to the latest information released by the competent authority of Mali.
Technical Requirements
- Standard acceptance: IEC international general standards are recognized, and valid test reports of existing international certifications such as CE and CB can usually be accepted for assessment.
- Electrical safety: Adapt to Mali's 220V/50Hz power supply requirements, and meet basic safety indicators such as electric shock protection and fire resistance in accordance with the corresponding IEC standards.
- Electromagnetic compatibility: Comply with IEC/CISPR series electromagnetic compatibility requirements, and wireless products need to additionally meet AMRTP radio frequency specifications.
- Energy efficiency and environmental protection: Products such as refrigeration household appliances need to provide energy efficiency test reports and affix qualified energy efficiency labels, and hazardous substances need to comply with relevant control requirements.
- Marking requirements: Product nameplates, labels and instructions must contain clear French information, marking manufacturer information, product model, technical parameters and safety warnings.
Certification Process
Exporters first confirm the product classification and corresponding applicable standards, then prepare a complete set of application materials, including the completed application form, commercial invoice, packing list, product test report issued by an ISO/IEC 17025 accredited laboratory, product technical specification, etc. Then submit the materials to an authorized body for document review. If the documents are incomplete or the test does not meet the requirements, supplementary materials or retesting are required. According to the product risk level, pre-shipment inspection or sampling testing (if applicable) shall be completed as required. After all links are approved, the Certificate of Conformity (CoC) can be obtained for customs clearance.
