Certification Introduction

For electronic and electrical products to enter and sell in the Liberian local market, they must meet mandatory conformity certification requirements. The scheme is regulated by the Liberia Standards Board (LSB), and the core market access system is the LSB mandatory product certification program, which covers most electronic and electrical categories including household appliances, consumer electronics, industrial electrical equipment, photovoltaic equipment, etc. It is a necessary prerequisite for customs clearance and legal sales, and some batches of goods are also required to complete statutory pre-shipment inspection.

Technical Requirements

  • Core requirements cover electrical safety and energy efficiency performance; some product categories need to meet electromagnetic compatibility requirements, and the adopted standards are generally harmonized with the international standards of the International Electrotechnical Commission (IEC).
  • For household appliances, key assessments focus on electric shock protection, mechanical hazards, fire resistance and overheating risks, and energy efficiency rating labeling is mandatory.
  • Photovoltaic-related products shall comply with IEC 62109 standard; plugs and sockets follow Liberia's LST 805 series electrical specifications, and USB Type-C has been included in the pilot mandatory control scope since 2024.

Certification Process

Exporting enterprises submit certification applications to the Liberia Standards Board or its authorized institutions, and prepare a complete set of technical documents according to product types, including product manuals, circuit diagrams, lists of key components, existing international certification certificates, and conformity test reports issued by qualified laboratories. After the competent authority completes document review, it may require additional sample testing or pre-shipment conformity inspection based on the product risk level. After passing the review, a certification certificate will be issued, and the product can complete customs clearance and enter the market.
