Certification Introduction

Libya implements a mandatory conformity assessment system for electrical and electronic products, led by the Libyan National Center for Standardization and Metrology (LNCSM, also known as LSMO), and the system is included in the Libyan Mandatory Product Conformity Assessment Program (LibCAP). It covers all categories of electrical and electronic products including household appliances, lighting equipment, low-voltage electrical products, industrial electronic equipment, etc. Imported products without compliance certification will be detained or returned by customs. There are three certification modes: Batch Certification (for single export), Registration Certification (1-year validity, suitable for regular exports), and Type Certification (maximum 3-year validity, requiring factory audit).

Technical Requirements

  • Standard basis: Mainly adopts Libyan National Standards (LYS), most of which are equivalent to IEC international standards, for example, LYS 17025 is equivalent to IEC 60335 (household electrical safety).
  • Core test items: Electrical safety testing (insulation resistance, voltage resistance, etc.), electromagnetic compatibility (EMC) testing. Some high-power products require high-temperature environmental adaptability testing.
  • Special requirements: The local grid standard is 230V/50Hz; large household appliances such as air conditioners and washing machines must comply with LYS 18001 energy efficiency requirements, with energy efficiency level no lower than Class B, and must be affixed with an Arabic energy efficiency label; products containing lubricants and insulating oil need to provide a Halal certificate; all products must be marked with an Arabic information label, and application documents must undergo double certification by the Libyan Embassy in China.

Certification Process

Submit certification application and relevant materials, including enterprise business license (Arabic notarization), product technical documents, test reports issued by accredited laboratories, etc.; complete technical review of application documents to confirm products meet corresponding standard requirements; send samples to LNCSM-accredited laboratories for testing as required; for type certification applications, cooperate with the factory quality system audit; after all links are approved, the corresponding compliance certificate will be issued.
