Certification Introduction
Vietnam implements a mandatory access certification system for complete motor vehicles and safety-related motor vehicle components. Products exported to Vietnam or placed on the Vietnamese market must obtain type approval or conformity certification issued by Vietnam's competent authority before customs clearance and sales. Vietnam recognizes results from certain authoritative international certifications, which can reduce the cost of repeated testing.
Laws and Regulations
The main fundamental law is Vietnam's Road Transport Law, and specific implementation is based on the Regulations on Access Management of Motor Vehicle Quality and Safety issued by the Ministry of Transport of Vietnam. The Ministry of Transport of Vietnam takes charge of complete vehicle type approval management, while the Vietnam Standards and Metrology Quality Administration (STAMEQ) is responsible for standardization and certification management of components in the mandatory catalog. Relevant requirements shall be subject to the latest content released by Vietnam's competent authorities.
Technical Requirements
- Core technical requirements cover three main areas: safety performance, emission control, and noise limits for complete motor vehicles and components.
- Safety-related items include performance requirements for key components such as braking performance, lighting performance, body structural strength, seat belts, and safety glass. Vietnam implements TCVN national standards adapted from the United Nations ECE UN R series regulations.
- More than 10 categories of safety-critical components including tires, lamps, safety glass, and seat belts fall under Vietnam's mandatory certification scope. For products that have obtained valid ECE R series type approval certificates, their test results can be accepted by Vietnam's competent authorities, and repeated testing is exempted.
Certification Process
Prepare product technical documents, samples and relevant qualification materials, and submit the application to the corresponding competent authority in Vietnam. The competent authority reviews the application materials, arranges a designated institution to complete sample testing, conducts type approval review after testing is passed, and issues the corresponding certification certificate after approval. The product can then complete customs clearance and be sold in the Vietnamese market.
