Certification Introduction
Motor vehicles and their components entering the Australian market for circulation or sale must meet mandatory compliance and access requirements. The Vehicle Standards Board (VSB) under the Australian Department of Infrastructure is responsible for technical supervision, and the Australian Border Force (ABF) is responsible for customs clearance supervision. The core access requirement is compliance with the Australian Design Rules (ADR). This certification applies to all road motor vehicles and key safety and environmental protection components. According to import scenarios, it is divided into modes including commercial bulk import, personal use import, temporary import, etc. Commercial imports require official import approval obtained in advance.
Laws and Regulations
The core mandatory regulation is the Australian Design Rules (ADR), formulated by the Australian National Vehicle Standards Board and has legal binding force. The regulatory framework refers to the United Nations UNECE international automotive technical regulations, adjusted according to Australia's local road and environmental requirements. Even if products have obtained other market certifications such as EU WVTA and China CCC, separate ADR conformity assessment is still required. Australia has exempted imported electric vehicles from a 5% tariff since 2024, but they still need to meet all compliance requirements. Technical Requirements
All products must meet the technical requirements of the corresponding ADR clauses, with core coverage areas as follows:
- Safety performance: braking system, lighting signals, steering system, body structure, safety belts, seat fixation, etc. Key components need to meet corresponding clauses separately, for example, lamps comply with ADR 13/46, braking components comply with ADR 31/35
- Environmental performance: emission control, noise limitation, fuel evaporation control
- Special requirements: Electric vehicles must provide UN R155 cyber security certification and UNECE R100 battery test report; they must be designed as compliant original factory right-hand drive; OBD interface must comply with AS4410 standard; electromagnetic compatibility test must meet requirements; all compliance documents must be in English.
Certification Process
Determine the applicable ADR clauses according to product type and function; adjust product design, after meeting the technical requirements, send samples to an Australian officially accredited laboratory to complete conformity testing; organize a full set of application documents, including application form, product technical data, qualified test report, declaration of conformity signed by the manufacturer, etc.; submit the certification application and documents to the competent Australian authority and wait for official review; after passing the review, obtain certification approval and affix the compliance mark on the product; for commercial imports, apply for import approval in advance, and can be legally marketed after completing customs clearance.
