Certification Introduction

Market access of electronic and electrical products in Papua New Guinea is supervised by the National Electrification Authority (NEA). All imported and locally sold electronic and electrical products must obtain mandatory PNG electrical safety certification before customs clearance and market circulation. The certification system follows international rules, accepts international test reports including CB system reports to simplify procedures, and mainly covers two core compliance areas: electrical safety and energy efficiency.

Technical Requirements

  • Safety standards: IEC international standards are widely adopted. Household and similar electrical appliances correspond to IEC 60335, and information technology equipment corresponds to IEC 60950. Tests including insulation performance, voltage resistance, grounding continuity and electromagnetic compatibility must be completed.
  • Energy efficiency requirements: Large household appliances such as air conditioners and refrigerators need to be affixed with energy efficiency labels marking energy efficiency grade and power consumption information. Energy efficiency rules are formulated with reference to Australian and New Zealand standards.
  • Basic adaptation: Products must adapt to the local 240V/50Hz power grid, and product labels and instruction manuals must use English.
  • Mutual recognition rules: CB test reports are generally accepted, and supplementary local document review is required in some cases.

Certification Process

Prepare enterprise qualification documents, product technical documents (circuit diagrams, instruction manuals, etc.) and compliance test reports. Non-local enterprises need to appoint a local agent to assist with the application; submit a formal certification application to NEA; complete sample testing as required, and send samples to an accredited laboratory if supplementary testing is needed; high-risk products or first-time applicant enterprises need to accept factory inspection; obtain the PNG electrical safety certification certificate after passing the review, and products can legally enter the market.
