Certification Introduction
Malaysia implements a mandatory market access system for electrical and electronic products. Its core system consists of two parts: technical testing and regulatory approval. The Standards and Industrial Research Institute of Malaysia (SIRIM) undertakes technical testing and evaluation, while the Energy Commission (ST) and the Malaysian Communications and Multimedia Commission (MCMC, for products with wireless functions) are responsible for final regulatory approval and certificate issuance. Products on the control list must obtain certification for legal import and sale. Uncertified products will be detained by customs, and relevant entities may face fines.
Laws and Regulations
- The core upper-level regulation is the Electricity Regulations 1994, and the current implementation guideline is the 2024 edition Guidelines for Approval of Electrical Equipment (GP/ST/No.37/2024), which officially enters into force on June 21, 2025.
- Energy efficiency requirements comply with the Minimum Energy Performance Standards (MEPS) issued by the Energy Commission of Malaysia.
- Electrical and electronic products with wireless functions must meet the radio frequency compliance regulations issued by MCMC. Starting from July 2025, some devices that only support cellular networks need to additionally meet IPv6 testing requirements.
Technical Requirements
- Safety testing: Conducted per corresponding Malaysian MS IEC series standards: MS IEC 60335 for household appliances, MS IEC 60950 for information technology equipment, MS IEC 60598 for lighting products.
- Electromagnetic compatibility testing: Follows MS IEC 61000 series standards, covering radiation disturbance, conducted disturbance, immunity and other items.
- Energy efficiency requirements: Mandatory catalog products including air conditioners, refrigerators, fans, and LED lamps must meet MEPS requirements and affix standardized ST energy efficiency labels.
- General requirements: Products must adapt to Malaysia's 240V/50Hz power supply specification, and the certification mark must be directly affixed to the product body. Valid international CB test reports are accepted, only additional Malaysian national difference testing is required.
Certification Process
It is mandatory to appoint a locally registered company in Malaysia as the license-holding agent. Prepare application materials and product samples, submit the application, and you can apply for exemption of partial test items with a valid CB report. Send product samples to SIRIM-approved laboratories to complete safety, electromagnetic compatibility, and corresponding energy efficiency/radio frequency testing. SIRIM reviews test reports and technical documents, and a factory quality system audit is required for long-term certificate applications. After passing the review, the local agent submits materials to ST or MCMC to apply for the final Certificate of Approval (CoA). After certification, affix the certification mark and energy efficiency label per specifications, and the product can be legally launched.
