Certification Introduction
Lebanon implements mandatory LIBNOR conformity certification for electrical and electronic products entering its domestic market. LIBNOR (the Lebanese Standards Institution) is the official authoritative body of the country responsible for standard formulation and certification management. Products that have not obtained the certification cannot complete customs clearance and are not allowed to be legally sold in the Lebanese market. The applicable products cover mainstream electrical and electronic categories such as household appliances, information technology equipment, lighting products, low-voltage electrical products, power adapters, and industrial electronic equipment.
Laws and Regulations
The core regulatory basis is Lebanon's Decree No. 71/2018, which clearly defines LIBNOR's management authority and responsibilities for mandatory certified products, and requires all imported and locally produced electrical and electronic products to comply with officially recognized safety, electromagnetic compatibility and energy efficiency requirements. In recent years, Lebanon has strengthened certification supervision for emerging electronic categories such as photovoltaic equipment and electric vehicle charging piles. Technical Requirements
- Testing standards prioritize IEC international standards, which are equivalently aligned with Lebanese national NL standards. Holders of IECEE CB test reports can be exempted from repeated testing.
- Core testing items include: electrical safety (insulation, voltage resistance, fire resistance, etc., referring to IEC 60335 series standards), electromagnetic compatibility (EMC) (radiated emission, anti-interference, in compliance with CISPR series standards).
- Large household appliances such as refrigerators and air conditioners need to meet energy efficiency requirements and be affixed with officially recognized energy efficiency grade labels.
- Product labels and instruction manuals shall be provided in Arabic or English; the public mains power in Lebanon is 220V/50Hz, industrial three-phase power is 400V, and plug interfaces must comply with local specifications.
Certification Process
Prepare technical documents that meet requirements, including product instruction manuals, circuit diagrams, parts lists, relevant test reports, etc. All documents must be translated into Arabic or English, and some documents need to be certified by the Lebanese Embassy in China. Send samples to LIBNOR-accredited laboratories to complete the tests for specified items. For high-risk products, LIBNOR will require factory inspections to audit production processes and product consistency. After passing the tests and inspections, submit the certification application and pay the fees; after approval, you will obtain the LIBNOR certification certificate, which is usually valid for 3 years and needs to be renewed upon expiration.
