Certification Introduction
Electronic and electrical products exported to the Central African Republic fall under mandatory control, and corresponding certification is required for customs clearance and legal market access. The core market access system is the IVoC (Inspection and Verification of Conformity) conformity assessment program launched by the Ministry of Industry and Trade of the Central African Republic, which covers all categories of electronic and electrical products. For energy-related electronic and electrical products such as solar photovoltaic modules, inverters, and transformers, additional mandatory CNE (Certification Normes Énergétiques) energy safety certification requirements must be met.
Laws and Regulations
- Starting from March 1, 2021, the Ministry of Industry and Trade of the Central African Republic officially implemented the Product Conformity Assessment Program IVoC, which explicitly requires that electronic and electrical products in the controlled catalog must hold a CoC (Certificate of Conformity) for customs clearance and entry.
- For energy-related electronic and electrical products, the CNE certification system is implemented mandatorily in accordance with the Central African energy regulations, and is jointly supervised by the Central African Bureau of Standards (ANOR) and the Energy Commission.
- Technical requirements generally adopt equivalent IEC international standards. The 2024 draft new regulation indicates that energy efficiency level requirements may be added in the future, and specific details shall be subject to the latest official announcement of the Central African Republic.
Technical Requirements
- Safety performance: Products must pass basic safety tests such as high temperature resistance, insulation performance, overload protection, and electric shock prevention, and comply with the requirements of corresponding IEC standards.
- Documentation requirements: Product specifications, circuit design drawings, BOM lists, material safety data sheets (MSDS), and third-party test reports with ISO 17025 accreditation must be provided, and all documents must be in French or English.
- Specific product requirements: Photovoltaic modules must additionally provide compliance certificates for IEC 61215 and IEC 61730 standards.
- Marking requirements: Certification information must be clearly marked on the product or the smallest sales package, in compliance with local regulatory specifications.
Certification Process
Enterprises first confirm product classification to clarify whether only IVoC certification is required, or CNE certification needs to be applied for at the same time; then prepare a complete set of application materials and submit them for official review; complete product sampling testing or pre-shipment inspection in accordance with regulatory requirements; after passing the review and inspection, the corresponding official authority will issue a compliance certificate for customs clearance and market listing.
