Certification Introduction
Australia implements mandatory market access compliance requirements for electrical and electronic products. The core compliance system is the Australian Electrical Equipment Safety System (EESS), which requires products to bear the Regulatory Compliance Mark (RCM) before they can be marketed or cleared for entry. It covers most powered electrical and electronic products, including household appliances, consumer electronics, industrial electrical equipment, lighting, wireless electronics, energy storage products, etc., and is jointly regulated by the Australian ACMA, state electrical safety authorities and the ACCC.
Laws and Regulations

- Electromagnetic compatibility (EMC) compliance is regulated by the Australian Communications and Media Authority (ACMA) under ACMA's relevant EMC rules
- Wireless products are additionally subject to relevant Australian radio spectrum management regulations. Non-compliant products in the market may be recalled or fined up to 1 million Australian dollars
Technical Requirements
- Electrical safety: Aligned with IEC international standards, and tested in accordance with product-specific AS/NZS series standards. Common applicable standards include AS/NZS 60335 (household appliances) and AS/NZS 62368 (information technology equipment), requiring compliance with indicators such as electric shock protection, overheating prevention, fire resistance, and grounding protection
- Electromagnetic compatibility: Must comply with AS/NZS CISPR series standards, meeting requirements for electromagnetic emission limits and anti-interference performance
- Wireless products additionally need to meet frequency band compliance requirements such as those specified in AS/NZS 4268, and adapt to Australia's 230V/50Hz mains power parameters
- High-risk products must obtain a conformity certificate issued by an Australian recognized body, while low-risk products can make a self-declaration of compliance
Certification Process
Determine the product risk level based on product functions, and clarify the corresponding compliance standards and certification requirements. Complete electrical safety and electromagnetic compatibility testing in accordance with the corresponding standards, and obtain a qualified test report. Prepare supporting materials including product technical documents, enterprise qualifications, and compliance declarations. Non-Australian local enterprises are required to appoint a local responsible representative. Complete registration in the official EESS database and submit all compliance proof materials. After passing the review, affix the RCM mark on the product body or packaging, and the product can then be sold in the Australian market.
