Certification Introduction
The Philippines implements mandatory market access certification for motor vehicles and supervised regulated auto parts. Only products that have obtained compliance certification can complete customs clearance, vehicle registration and be legally sold on the market. Complete vehicles must obtain both whole vehicle type safety certification and environmental emission certification. Core auto parts under mandatory supervision shall apply for certification to the Bureau of Standards of the Philippine Department of Trade and Industry: multi-batch exports can apply for PS certification (valid for 3 years), and single-batch exports can apply for ICC certification (only valid for the corresponding single batch).
Laws and Regulations
The main regulatory authorities include the Land Transportation Office (LTO) of the Philippine Department of Transportation, the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources, and the Bureau of Philippine Standards (BPS) under the Department of Trade and Industry.
The core regulations are Republic Act 11697 "Electric Vehicle Industry Development Act", and mandatory regulatory regulations related to standardization of the Philippine Department of Trade and Industry.
Currently, the Euro 4 standard is implemented for motor vehicle emission regulations, the implementation plan for Euro 5 standard has been announced, and it is planned to be mandatorily enforced for all new vehicles starting from January 2027.
Technical Requirements
Complete Vehicle: It is required to comply with LTO motor vehicle safety technical requirements, exhaust emission meets Euro 4 limits, UN R series and equivalent emission certification reports from the country of origin are recognized; pure electric vehicles need to complete additional environmental compliance inspection; it is required to meet the Philippine import access requirements for steering configuration, and specific restrictions need to be confirmed with official authorities in advance.
Mandatorily Regulated Parts: Safety glass, seat belts, storage batteries, child safety seats, on-board charging devices and other products must comply with corresponding Philippine national standard requirements, and can be imported and sold only after affixing the required certification marks.
Certification Process
Complete Vehicle Certification: Complete registration and filing of the manufacturer and local importer, submit the certification application and a full set of technical documents, the official authority conducts document review, complete sample vehicle inspection as required, after passing the review, obtain the whole vehicle type certification certificate and emission compliance certificate respectively, then you can handle customs clearance and vehicle registration.
Parts Certification: Submit the certification application, complete factory audit/port sampling according to the certification type, send samples to an accredited laboratory for testing, after passing the test, the corresponding certification certificate will be issued, and the product can clear customs and enter the market after affixing the certification mark.
