Certification Introduction
When placing electronic and electrical products on the local market of Uganda or completing export customs clearance, products are required to pass the mandatory compliance certification implemented by the Uganda National Bureau of Standards (UNBS). This is a statutory market access requirement, covering most consumer and industrial electronic and electrical products. The certification certificate is valid for 3 years, and certified products are subject to annual supervision and market sampling inspection.
Laws and Regulations
The core regulatory basis is the UNBS Act, and implementation follows the US EAS series of national standards. The main control regulation is US EAS 38:2003. Special technical specifications are formulated for different electronic and electrical products, and the standards are revised irregularly. Export enterprises need to confirm the latest version requirements through UNBS official channels.
Technical Requirements
- Safety requirements: Household electronic and electrical products comply with US EAS 60335-1:2012 and US EAS 38:2015, information technology equipment refers to IEC 60950, and safety tests such as short circuit, leakage current and voltage resistance must be completed.
- Electromagnetic compatibility: Products must comply with US EAS 61000 series standards, meeting the requirements of electromagnetic radiation limits and anti-interference performance.
- General requirements: The voltage adaptation range must meet 220-240V/50Hz, and product plugs must conform to BS 1363 British standard specifications; products must pass the tropical climate adaptability test under 40℃/93%RH.
- Energy efficiency requirements: Products of categories such as refrigerators, air conditioners and lighting must comply with US EAS 624:2013 standard and affix compliant energy efficiency labels.
Certification Process
Prepare application materials, including enterprise business license, product technical documents (circuit diagrams, list of key components), declaration of conformity, etc. All documents must be provided in English, and some official documents need to be certified by the Embassy of Uganda in China; submit the certification application to UNBS; send samples to a UNBS recognized laboratory to complete tests of specified items; UNBS carries out on-site factory inspection as required (generally required for initial certification); after all reviews and tests are passed, a Certificate of Conformity (COC) will be issued, and certified products are subject to annual supervision and management after certification.
