Certification Introduction
Tajikistan implements a TJS national standard certification system for electrical and electronic products based on the GOST framework, supervised by the Tajikistan National Standard Committee (TajikStandard). The system operates three certification modes: mandatory certification, declaration of conformity, and voluntary certification. 35 categories of common electrical and electronic products, including household appliances, industrial control equipment and low-voltage electrical products, fall under the mandatory certification scope. Tajikistan is not a member of the Eurasian Economic Union (EAEU), and some products with valid EAEU EAC certification are eligible to apply for a simplified certification process.
Laws and Regulations
The core superior laws are the Technical Regulation Law and Standardization Law revised in 2019. Mandatory requirements for electrical and electronic products mainly refer to EAEU technical regulations TR CU 004/2011 (Safety of Low-Voltage Electrical Equipment) and TR CU 020/2011 (Electromagnetic Compatibility). Tajikistan's national standards are built on the GOST system. In 2023, new RoHS restrictions on hazardous substances for electrical and electronic products were added, and alignment with IEC international standards is being gradually advanced. Co-regulatory authorities include the General Administration of Customs and the Ministry of Economic Development and Trade.
Technical Requirements
Testing standards are primarily based on the GOST system, with the GOST R 51317 series being the most commonly used. Newly revised standards gradually adopt equivalent IEC standards. Mandatory test items include electrical safety (insulation performance, voltage withstand test), electromagnetic compatibility (EMC), and RoHS hazardous substance restrictions. Labeling rules require basic product information and certification number to be marked in Tajik or Russian, and the minimum height of the TJS certification mark must not be less than 5mm. Existing qualified CE and EAC test reports can be partially reused to shorten the certification cycle.
Certification Process
First, confirm the certification requirements corresponding to the product HS code and prepare application materials: application form completed in Russian, product technical documents, factory quality system certificate, existing test reports, etc. Second, send samples to an accredited laboratory for type testing, and supplement test items required by local regulations as needed. Then submit the application and test report for document review by the official authority; high-risk products require an additional factory inspection. After passing the review, you will receive the GOST-TJ certification certificate, and the product can be cleared for customs and launched on the market after affixing the compliance certification mark.
