Certification Introduction
Electronic and electrical products exported to Niger and placed on the local market are required to obtain mandatory compliance certification, which is uniformly regulated by the Nigerien Standards Institute (ANSI). Telecommunications and radio terminal products are additionally subject to special certification managed by ARCEP, Niger's communications regulatory authority. Certification is a mandatory document for product customs clearance and legal market entry. Mandatory certification covers the vast majority of electronic and electrical products related to public safety and consumer rights, including household appliances, lighting equipment, audio-visual products, information technology equipment, power adapters, batteries, telecommunications terminals, etc. Exporters need to confirm whether their products are included in the mandatory certification catalog before export.
Laws and Regulations
The current core regulatory framework is as follows:
- General electronic and electrical products follow the mandatory conformity certification system formulated by ANSI
- Telecommunications and radio terminal products are subject to regulatory rules updated in 2025: Ministerial Decree No. 000010/MCP/EN/SG/DL and ARCEP Decision No. 000011/ARCEP/CNRCEP/25, which clarify mandatory certification requirements and procedures. Technical Requirements
- Standard basis: Most of Niger's current technical requirements directly adopt relevant standards of the International Electrotechnical Commission (IEC), covering three core dimensions: product safety, electromagnetic compatibility, and energy efficiency. Telecommunications terminals add additional radio frequency performance requirements.
- Documentation requirements: Technical documents in French or English need to be prepared, including product manuals, product photos and design drawings, list of key safety components, and circuit schematics; existing international certifications such as CB and CE can simplify the assessment process. Telecommunications terminals additionally need to provide complete radio frequency parameters and Declaration of Conformity (DoC), and the DoC must be traceable with the test report.
- Marking requirements: A clear and permanent certification mark must be affixed to the product body or packaging, marking manufacturer information, product model, and certification approval number.
Certification Process
After confirming that the product is included in the mandatory certification catalog, a local importer or authorized representative in Niger shall submit the certification application and complete technical documents to the competent authority; the competent authority will conduct completeness and conformity review on the submitted documents; according to the product risk level and existing certification status, samples will be arranged for testing at a designated accredited laboratory. Telecommunications terminals generally require submission of 2 physical samples, and pre-shipment inspection is arranged when necessary; after all review and testing links are approved, the competent authority will issue the corresponding conformity certificate or type approval certificate.
