Certification Introduction

Mozambique implements two types of mandatory access certification for electronic and electrical products: General electronic and electrical products must obtain mandatory quality certification led by the Mozambique National Institute of Standardization and Quality (INNOQ). Products included in the mandatory catalog cover home appliances, lighting products, low-voltage electrical appliances, etc. Products without certification cannot be imported or marketed Electronic and electrical products with radio frequency communication functions (such as mobile phones, routers, IoT devices) additionally need to obtain communication equipment certification issued by the Mozambique National Communications Administration (INCM)

Technical Requirements

Testing standards prioritize equivalent adoption of IEC international standards: household appliances comply with IEC 60335 series, lamps comply with IEC 60598 series, IT equipment comply with IEC 60950 series; Tropical climate adaptability testing is a mandatory inspection item for all electronic and electrical products, and mandatory testing requirements for energy efficiency indicators have been added since 2022; All application documents must be provided in notarized Portuguese version. The product nameplate must mark Portuguese safety warnings and certification number, the font height of the certification number shall not be less than 3mm, and it must be marked on both the product itself and the minimum sales packaging; Communication products additionally need to meet relevant technical requirements for electromagnetic compatibility (EMC), radio frequency parameters, and cybersecurity.

Certification Process

Prepare application materials: including ISO9001 system certificate, product technical documents (circuit diagrams, bill of materials, etc.), qualified test reports issued by ILAC mutual recognition laboratories, complete notarization of all documents in Portuguese, non-local enterprises need to entrust a legally registered local representative in Mozambique to submit the application;
Ship samples as required and complete testing of specified items, including special testing for tropical adaptability;
Accept factory inspection organized by INNOQ, which covers traceability of key components, production consistency control, non-conforming product handling and other contents;
After passing the test and audit, you will obtain the certification certificate, which is valid for 3 years, and the renewal procedure must be processed 6 months in advance; communication products need to additionally complete the INCM certification process.
