Certification Introduction
Mozambique implements two types of mandatory access certification for electronic and electrical products:
- General electronic and electrical products must obtain mandatory quality certification led by the Mozambican National Institute of Standardization and Quality (INNOQ). Products included in the mandatory catalog cover household appliances, lighting products, low-voltage electrical appliances, etc. Products without valid certification may not be imported or sold on the market
- Electronic and electrical products with radio frequency communication functions (such as mobile phones, routers, IoT devices) additionally need to obtain communication equipment certification issued by the Mozambique National Communications Authority (INCM)
Laws and Regulations
- The core system is the INNOQ mandatory quality certification system. Mandatory requirements for network security and energy efficiency indicators were added in 2022, and an enterprise credit classification management system has been implemented since 2024
- Communication electronic and electrical products comply with the Electronic Communications Equipment Management Regulations revised by INCM in 2024, which adds mandatory clauses for network security testing
- The specific mandatory product catalog and latest rules shall be subject to information released on the official websites of INNOQ and INCM
Technical Requirements
- Testing standards preferentially adopt equivalent IEC international standards: household appliances comply with the IEC 60335 series, luminaires comply with the IEC 60598 series, IT equipment complies with the IEC 60950 series
- Tropical climate adaptation testing is a mandatory inspection item for all electronic and electrical products, and mandatory testing requirements for energy efficiency indicators have been added since 2022
- All application documents must be provided in notarized Portuguese version. The product nameplate must be marked with Portuguese safety warnings and certification number; the font height of the certification number shall be no less than 3mm, and the marking must appear on both the product body and the minimum sales packaging
- Communication products additionally need to meet relevant technical requirements for electromagnetic compatibility (EMC), radio frequency parameters and network security
Certification Process
- Prepare application materials: including ISO 9001 system certificate, product technical documents (circuit diagrams, material lists, etc.), compliance test reports issued by ILAC mutual recognition laboratories, complete notarization of all documents in Portuguese. Non-local enterprises must entrust a legally registered local representative in Mozambique to submit the application
- Send samples per requirements, complete testing of specified items, including special tropical adaptation testing
- Accept factory inspection organized by INNOQ, covering traceability of key components, production consistency control, non-conforming product handling and other contents
- After passing testing and audit, the certification certificate will be obtained. The certificate is valid for 3 years, and renewal procedures shall be completed 6 months in advance; communication products need to additionally complete the INCM certification process
