Certification Introduction
For electronic and electrical products to enter the Mongolian market, it is mandatory to obtain the compulsory conformity certification led by the Mongolian Agency for Standardization and Metrology (MASM), which is a statutory prerequisite for market access.
Electronic and electrical products with wireless communication functions must additionally obtain radio type approval from the Communications Regulatory Commission of Mongolia (CRC).
MASM recognizes the equivalence of GOST-R certificates from the Eurasian Economic Union and IEC international certifications, so existing valid conformity certifications can shorten the review cycle.
Laws and Regulations
The core legal bases are the Law on Standardization of Mongolia (revised in 2023), the Metrology Law, and the Law on Protection of Consumer Rights, and telecommunication products shall comply with the Radio Law. New regulatory requirements related to 5G equipment were added in 2024.
Products without the corresponding certification are not allowed to be promoted, sold, installed or used within the territory of Mongolia. Violators will face administrative penalties such as fines and goods seizure.
Technical Requirements
Electrical Safety: Comply with Mongolian National Standards (MNS), most of which are equivalent adoption of IEC international standards. For example, household appliances comply with the MNS IEC 60335 series, and information technology equipment complies with MNS IEC 60950.
Electromagnetic Compatibility (EMC): Products must pass EMC testing, the corresponding standards are MNS CISPR 22 for information technology equipment and MNS CISPR 14 for household appliances.
Energy Efficiency & Environmental Protection: Some household appliances need to meet the MNS 62301 energy efficiency standard and comply with RoHS requirements for restriction of hazardous substances.
Additional requirements for telecommunication products: The radio frequency parameters of 5G equipment shall comply with the ITU-R SM.329 standard, and the SAR value shall not exceed 1.6W/kg.
Marking Requirements: Product labels must include Mongolian text, and the character height shall be no less than 3mm.
Certification Process
Enterprises submit a formal certification application, provide company qualifications and preliminary product technical documents, and sign a contract after confirming the certification scope and applicable standards;
Prepare complete technical documents, including detailed product technical description, circuit diagrams, component list, and user manuals in Mongolian or bilingual Mongolian-English. Existing international certifications can be submitted as copies to assist the review;
Send samples to MASM accredited laboratories to complete testing;
High-risk products require an additional factory inspection link;
After document review and testing are all passed, the corresponding certification certificate will be issued.
