Certification Introduction

Egypt implements mandatory access regulation for imported electronic and electrical products, with the conformity certification led by the General Organization for Export and Import Control (GOEIC) of Egypt as the core. Products without valid certification cannot complete customs clearance. The regulated scope covers more than 20 categories of electronic and electrical products including household appliances, information technology equipment, lighting products, power equipment, etc. Among them, wireless communication and telecommunication terminal products are additionally required to obtain type approval from the National Telecommunications Regulatory Authority (NTRA) of Egypt.

Laws and Regulations

The core regulatory basis is Ministerial Decree No. 43/2016 of the Ministry of Trade and Industry of Egypt, which clearly specifies the implementation of a mandatory Verification of Conformity (VOC) program for regulated electronic and electrical products; In 2025, Ministerial Decree No. 245/2025 was released, updating the mandatory standard requirements for lighting products; Wireless communication products shall comply with the special regulatory rules of the National Telecommunications Regulatory Authority of Egypt. Standard updates will be publicly disclosed through WTO/TBT notification, and specific requirements shall be subject to the latest official information from Egypt's GOEIC and Egyptian Organization for Standardization and Quality (EOS).

Technical Requirements

Safety requirements: Products shall comply with Egyptian ES national standards (e.g., general requirements for household appliances ES 7209-1, general requirements for luminaires ES 7825), IEC and EN international standards are equivalently recognized, and products that have obtained CE and GCC certification can enjoy partial test item exemptions. Electromagnetic Compatibility (EMC): Products shall pass radiated emission and anti-interference tests to meet Egypt's relevant limit requirements. Marking and Documentation: Product manuals and technical documents shall be in Arabic, and labels shall indicate the information of the Egyptian importer; energy efficiency controlled products such as air conditioners shall be affixed with the officially recognized Egyptian energy efficiency label. Wireless communication products are additionally required to meet radio frequency performance requirements and comply with relevant ETSI EN international standards.

Certification Process

Confirm the product HS code and corresponding applicable standards, prepare valid test reports issued by ILAC-accredited laboratories, factory quality management system certificates, importer authorization letters certified by the Egyptian embassy in the exporting country and other materials;

The local Egyptian importer or authorized agent submits the registration application and all supporting documents to GOEIC, then completes pre-shipment inspection or sampling verification in accordance with regulatory requirements to confirm the consistency between the product and the declared documents;

GOEIC issues the registration certificate after passing the review, the certificate is generally valid for 1 year, and the corresponding compliance certificate shall be presented when the product goes through customs clearance.
