Certification Introduction
The Dominican Republic implements mandatory access certification for electronic and electrical products imported and placed on the local market, managed by the country's official standardization and quality authority DIGENOR. The certification covers 12 common categories of electronic and electrical products including household appliances, information technology equipment, lighting products and power adapters. It is a mandatory requirement for product customs clearance and legal sales. International CB test reports are accepted for certificate conversion, which can shorten the certification cycle.
Laws and Regulations
The core regulatory basis is Dominican National Standards (NORDOM), issued and implemented by DIGENOR. In 2023, DIGENOR updated the NORDOM 34:2023 standard, adding special test requirements for wireless charging devices. Energy efficiency management complies with NORDOM 706 standard, plug specifications follow NORDOM 217, and most technical requirements refer to IEC international electrotechnical standards, EN EU standards and UL US standards. Technical Requirements
- Electrical safety: Tests including insulation resistance, voltage withstand, and leakage current must be completed. Corresponding products apply standards such as IEC 60335 (household appliances), IEC 62368-1 (audio/video/IT equipment), etc. Plugs must be compatible with the local 127V/60Hz power grid, and the flame retardant grade of insulating materials shall not be lower than UL 94 V-2.
- Electromagnetic compatibility: Conducted disturbance and radiated disturbance must meet the requirements of EN 55032, and immunity must meet the requirements of EN 61000-4 series standards.
- Energy efficiency requirements: Products such as air conditioners, refrigerators and televisions must be compulsorily labeled with energy efficiency grades, the standby power consumption limit is ≤1W, and products must meet the minimum energy efficiency requirements.
- Label and document requirements: Spanish safety warnings and certification numbers must be marked on the product body, and all application documents must be provided in Spanish.
Certification Process
Enterprises submit certification applications together with product technical documents (circuit diagrams, BOM lists, instruction manuals), test reports issued by ILAC-accredited laboratories, and Spanish version application forms. Samples are submitted as required to DIGENOR-accredited laboratories for testing. DIGENOR conducts document review, and high-risk product categories require additional on-site factory inspection. After all reviews and tests are passed, a certificate of conformity will be issued with a validity period of 1 to 3 years. Products can be placed on the market after affixing the certification mark.
