Certification Introduction
Electronic and electrical products exported to Cameroon must meet two core mandatory compliance requirements: First, the COC (Certificate of Conformity) under the PVoC (Product Conformity Assessment Programme) led by the Cameroon Standard and Quality Authority (ANOR), which is a required document for statutory customs clearance; Second, electronic and electrical products must additionally obtain CDE (Conformity of Electronic Equipment) certification to meet RoHS restrictions on hazardous substances. Products without valid compliance certificates will be detained, fined or returned. The regulatory scope covers mainstream electronic and electrical categories such as household appliances, IT equipment, and communication equipment.
Laws and Regulations
Core regulatory basis includes: PECAE pre-shipment conformity assessment scheme issued by ANOR, unified regional technical regulations of the Central African Economic and Monetary Community (CEMAC), CDE certification supervision rules formulated by the Cameroon Telecommunications Regulatory Authority (ART), and a new mandatory requirement for energy efficiency labels for electronic and electrical products effective since 2023. Only special categories such as humanitarian aid goods and personal use items are eligible for exemption, which must be officially approved by ANOR.
Technical Requirements
- Hazardous substance restriction: RoHS controls 6 hazardous substances including lead, mercury and cadmium, with limit values of cadmium ≤ 0.01% and other hazardous substances ≤ 0.1%. Test reports issued by ISO 17025 accredited laboratories are required, and international standards such as IEC 62321 apply.
- Standard adaptation: Cameroonian SN national standards or CEMAC regional standards are prioritized for use. If no corresponding standard is available, IEC/ISO international standards can be adopted, and adaptation must be confirmed with the regulator in advance.
- Marking and performance: ANOR energy efficiency filing must be completed and compliant energy efficiency labels must be affixed; Electronic and electrical products must adapt to 230V/50Hz power supply, use Type C/E plugs approved by CEMAC, and product labels must provide compliant instructions in French.
Certification Process
Confirm product classification and corresponding applicable standards, prepare test reports and technical documents (including BOM, product manuals, commercial invoices, etc.). Notarized translations are required for documents not in English or French. Select the corresponding certification path based on annual export frequency: the single inspection path for one-off exports, the product registration path for stable exports, and the manufacturer approval path for large-scale compliant production. Submit the application and complete set of documents, complete official document review, and implement pre-shipment inspection or sampling testing according to product risk level. After passing review and inspection, the corresponding compliance certificate will be issued, and products can clear customs with the certificate after affixing the required certification mark.
