Certification Introduction

Benin implements mandatory access compliance requirements for imported electrical and electronic products, with the core requirement being DCI (Declaration of Conformity for Importation) certification, regulated by the Benin Standardization and Quality Management Agency (ABENOR). Customs clearance also requires an ECTN Electronic Cargo Tracking Note, and this system follows the regional coordination rules of the Economic Community of West African States (ECOWAS). Products without valid compliance documents will be detained by customs or ordered to be returned.

Technical Requirements

Electrical and electronic products must comply with IEC/ISO international general standards. Electrical safety conforms to IEC series safety standards, and electromagnetic compatibility meets relevant CISPR standards. Product labels must use French to mark core information such as origin and product parameters. Valid test reports issued by ECOWAS regionally accredited laboratories are recognized, and high-risk products may require sampling retesting after entry.

Certification Process

  1. Prepare application materials, including proforma invoice, packing list, product compliance test report and manufacturer qualification documents
  2. Submit the application online through the platform designated by Benin's official authority and pay the corresponding certification fee
  3. The competent authority conducts document review, and high-risk products need to complete sampling testing as required
  4. Obtain the electronic DCI certificate after passing the review, the certificate is valid for 3 months and must be presented together with the goods during customs clearance
